  • 3 Nov 2020 in Senate: Mr. Speaker, Sir, there is no doubt that as you have rightly put it, this is a landmark decision. I think the window of opportunity that we have to reassert the legislative mandate of the Senate cannot be gainsaid. • 3 Nov 2020 in Senate: When we started this suit there was a lot of ridicule from our colleagues from the National Assembly. Others kept on reminding us that they are the one who disburse money and participate in budget making process and, therefore, the Judiciary would be cowed and may not give orders that are favourable to the Senate, but here we are. Having kept faith in our Judiciary, we have gotten a judgement that has for once restated the role that your office, as the Speaker, should play in making determination on Bills that affect counties. This is a landmark decision because it ... view
  • 3 Nov 2020 in Senate: Constituencies Development Fund (NG-CDF) which will involve undertaking of certain development activities at the county level, that is a Bill that affect counties. We look upon your office working with us to ensure that this decision is used to the benefit of this House and that going forward, all these 24 Bills that were declared unconstitutional will get input from this House in the legislative process. I thank you. view
  • 6 Oct 2020 in Senate: Thank you, Madam Deputy Speaker. I may not use the entire 11 minutes because I had already summed up my thoughts. I will proceed from where I had stopped and emphasize that community volunteers have always been based on the concept that people want to volunteer their services to enhance community health care. I still want to persuade the Sponsor of this Bill that if we can move this Bill from the idea of having community health workers to community health volunteers, it will be very helpful to our counties. In terms of the wage bill - if we all ... view
  • 6 Oct 2020 in Senate: Sen. (Dr.) Zani, who came up with this Bill has fantastic ideas, and we should not kill this baby. we should save it. I propose that we should propose amendments that will make this Bill retain the original intention of community healthcare workers, which is volunteerism, and remove the technical word of them being workers from this Bill. I think that if we make a few of those amendments, this is a Bill that I fully support. I applaud the people in my county of Nyamira and other counties, who have volunteered their services towards enhancing healthcare within our counties ... view
  • 6 Oct 2020 in Senate: Madam Deputy Speaker, I am told that there is a point of order. I am getting some interruption from Sen. Cherargei. I do not know what point of order he has. view
  • 6 Oct 2020 in Senate: Thank you, Madam Deputy Speaker. In winding up, I fully support this Bill with the suggested amendments. Thank you. view
  • 1 Oct 2020 in Senate: Thank you, Mr. Temporary Speaker, Sir. I also rise to support the Motion that is before the House. This Committee was set up to act as a link on the oversight role and on how effective the Government has put in place measures to combat the COVID-19 pandemic. We all can take judicial notice of the fact that the COVID-19 pandemic is still causing serious negative effects on our country, including loss of lives. Today, we received reports that we have lost the dear lives of seven Kenyans, and 184 Kenyans have tested positive. Yesterday, we lost the dear lives ... view
  • 1 Oct 2020 in Senate: really evidence that we still need this Committee to act as an interlink between this House and the Government. Mr. Temporary Speaker, Sir, the biggest challenge we are still facing is how effectively governors used money that was meant to combat this pandemic. You will be surprised that this Committee has been able to only visit two regions; that is, Meru region and Coast region. I am sure there are several parts of this country where this Committee needs to visits to see whether there is any evidence on the ground confirming that money that was meant to put in ... view
  • 1 Oct 2020 in Senate: Madam Temporary Speaker, thank you for also giving me a chance to make my contribution to this very good initiative of coming up with the Community Health Services Bill by Sen. (Dr.) Zani. I had the opportunity to listen to contributions that were made by stakeholders during public participation. I also know that this Bill has quite some support across the country. However, I want to be very pragmatic. In a way, I want to make a proposal to my good friend Sen. (Dr.) Zani that going forward, you should consider the views that are being expressed on this Floor. ... view
