Madam Temporary Speaker, I am not presenting a new Bill. I urge my good friend, the Chairperson of the Committee on Finance, Commerce and Budget to read this Bill carefully, interpret it and cost it. For example, in Clause 6 there is a provision that public participation must be undertaken in each ward. That is a cost. It also says that the county executive will ensure that members of staff who serve in the county governments will be the ones to lead that process. “Not less than fifteen percent of county government’s allocation for development expenditure as provided under section 107 (2) (b) of the public Finance Management Act” Madam Temporary Speaker, this simply means that any development allocation for any county, for example, in a county like Nyamira, if it is Kshs1 billion, we must remove 15 per cent of that allocation and spread to 20 wards. We have been talking about giving a role to Senators in oversighting county governments. That is is the debate we have been having in the Senate. I have read through this Bill, there is nowhere this is mentioned, and this would have been a window of opportunity for the Senate, to give a role to Senators to oversight the way this fund will be implemented among our wards. Mr. Speaker, Sir, I seek your protection. There is very loud consultation to my right. I am apprehensive that somebody may box a Senator next to me, on my right. It is not easy to train a doctor. Therefore, it is painful for us, as a country, to train doctors, send them abroad to enhance their skills in medicine only for them to die. This is a sad thing to happen to us. It is a matter that should concern all of us.

Thank you, Mr. Speaker, Sir. It is painful to train doctors in foreign countries only for them to lose their lives. As leaders, this is a matter that we should not take lightly. We also received doctors from Cuba. I was privileged to be in the team of Senators that travelled to Cuba to discuss and negotiate on those doctors who came to provide services in this country.
