Thank you, Madam Temporary Speaker. I want to comment on this issue of pending bills and inform the Senate Majority Leader that if we were to have an honest conversation around this issue of pending bills, it is all about the interests of certain governors who will never release payments to certain contractors, unless there is something The electronic version of the Senate Hansard Report is for information purposes only.A certified version of this Report can be obtained from the Director, Hansard and Audio Services,Senate.

they are getting as a kickback. That is where the problem is. Senate Majority Leader, through you Speaker, we need to have a very honest conversation on how we can deal with this cancer called corruption. It is all around the interests of a sitting governor. If a new governor comes into office and finds a contractor who was recruited by the previous governor, there is fear that they will not approach them to get a kickback. They will divert the money that they get in that financial year to pay another contractor whom they are able to cut a ...

Thank you, Mr. Temporary Speaker, Sir. I rise to second the nomination of Dr. Patrick Omwanda Amoth to be appointed Director General for Health. Mr. Temporary Speaker, Sir, I am a member of the Committee on Health of the Senate. I was privileged to sit in a joint sitting with Members of the National Assembly that undertook this very important process. We must applaud the 2010 Constitution that has made the accountability card for those who want to serve in the public very high. We must thank those who sent memoranda to the Committee. Specifically, I acknowledge and thank Dr. ...

I remember hearing him for more than one and a half hours as he took us through what he thought were some omissions by Dr. Amoth when he served in this position in an acting capacity when this country was going through COVID-19 pandemic. So, I encourage the likes of Dr. Wahome that even though his reservations did not carry the day, it should not discourage any Kenyan. We received the memorandum and gave it time. If we are convinced that the nominee is not suitable, that will carry the day. Secondly, we need to relook at the provisions of ...

practice do so and go to private practice. His nomination was rejected on the basis that he did not show commitment to serving in that office. This process is so critical and it is important that we, as a House, raise the bar. If we abuse this power of vetting and confirming nominees, the next time you will hear there is a constitutional review process, the way I heard a proposal that Kenya should have a convention to look at the 2010 Constitution. This power can easily be taken away from us. We need to do the right thing by ...

As a Committee, we were very keen to confirm whether Dr. Patrick Amoth, who was assisted by the Government, was given a loan through HELB and went to the UoN. We were very keen to confirm whether he had cleared his loan. I want to assure the House that his record is clear. He produced a certificate from HELB and he confirmed that his loan is not in arrears. He does not have any cases pending with the DCI and he is a very impartial Kenyan. He does not belong to any political party. He is a dedicated Kenyan who ...

A title deed is a very important document. When I was in law class, I was told that the best way to prove ownership of land is by being in possession of that piece of paper that we call a title deed, which is valued by very many Kenyans. When the late President Moi toured Narok District - and I think he had a meeting in Suswa - he was confronted by a group of members from the Maasai community who did not want to hear anything other than a pronouncement from President Moi that the land adjudication process was ...

“In case of an incorporated public entity, the certificate of title shall be issued in the name of that entity.” Even if we have a situation where schools exist, but are not incorporated or limited liability companies, they will benefit from the issuance of this title deed. I am surprised that even a number of the buildings that we own as Parliament, a number of our title deeds are registered in the name of the National Treasury as a trustee for Parliament. I hope we can cash in on this amendment of Clause 12(16) (b). The moment it comes in, ...
