I am proud to speak as a proud husband who has a woman behind me and father of a daughter. I hope that in the future years, we will see what has happened in America today replicated in our great country, Kenya. I salute all women. Mr. Temporary Speaker, Sir, today, we are discussing a very important issue. The Constitution that we enacted in 2010 has 264 Articles. Three Articles are dedicated to the issues of intellectual property. What we are debating today is something that has been elevated to the stature of a constitutional matter. I want to read ...

protection. I, therefore, salute the National Assembly for having proposed amendments to the Copyright Act because this is timely. Mr. Temporary Speaker, Sir, I echo what other previous speakers have said, that in other countries, there is a concerted effort to protect talent. Not everybody can march up to the stage and sing beautiful songs. This is a preserve for a few within our population who have been given that talent by the Almighty God. It is a pity that in many parts of this country, musicians die poor. We attend funerals, where we raise money for the upkeep of ...

Thank you, Mr. Temporary Speaker, Sir. First, I also join other speakers in registering my message of condolences to the families who lost the lives of their loved ones through the very unfortunate road traffic accident that occurred recently. Mr. Temporary Speaker, Sir, it is sad that year in, year out, this country goes through the same kind of misfortune, where healthy Kenyans die through road accidents. These are deaths that could have been avoided, and it is a very sad thing. It should speak to the conscience of every Kenyan that it is time we took serious steps towards ...

Thank you, Mr. Temporary Speaker, Sir. I rise to second this Motion. As we are all aware, the larger population of this country relies on maize as their staple food. This Committee has done a fantastic job. We had an occasion to visit the large-scale maize farmers. We are meant to be in Nyamira County on Monday which is one of the counties that does maize farming in small-scale. It is good for us to hear the perspective of the small-scale farmers. Mr. Temporary Speaker, Sir, maize farming has been facing a number of challenges in that part of the ...

Thank you Madam Temporary Speaker. I also want to congratulate my good friend, Sen. Olekina, for bringing this Motion to the Senate. There are a lot of expectations from the people that we represent; in terms of how we monitor and put our governors and the executives in our counties to account. So, unless we go by the model being suggested by my able Senators who have spoken; both Senators Sakaja and Kihika; we will reduce this into something that is like a SACCO, whereby the auditor will prepare reports, they are presented before the House, we summon governors, they give some answers, we table the report and life continues. I will give you an example. If you look at the audit ...

Thank you, Madam Temporary Speaker. I also rise to support the Report of the Committee on Finance and Budget on the County Governments Cash Disbursement Schedule for Fiscal Year 2018/19. This Schedule is coming to the Senate at a time when those of us who are here to protect devolution and our county governments are still processing the Memorandum that has been sent to the National Assembly by His Excellency the President. We are made to understand that its implication will lead to the reduction of money that was due to go to the counties by a whooping Kshs9 billion. ...

Madam Temporary Speaker, I join other Members to congratulate my good friend, Sen. Outa, who represents Kisumu County, for his nomination to the Committee on Health. For the time I have known him, I have no doubt in my mind that he brings on board a wealth of experience in parliamentary committees, having been a Member for the past 10 years. So, the committee will have rich ideas with his coming on board. There is no doubt that health is one of the most sensitive sectors in our country. Of all the services that were devolved, there is none that ...
