  • 17 May 2018 in Senate: Mr. Temporary Speaker, Sir, I want to begin my contributions on this very important Motion by urging caution. We all live in this country and we are aware of the debate that is ongoing regarding the use of the tax we collect in terms of what we allocate for development and what goes to support the public wage bill. Already this country is suffering because of a ballooning wage bill which economists are telling us that it poses a great risk to our aspirations for developments in this country. I have read the Motion which is before the House and ... view
  • 17 May 2018 in Senate: Thank you, Mr. Temporary Speaker, Sir. We need to take stock. Creating an office of Ombudsman in a county government requires resources. When you allocate resources to running an office of the Ombudsman in a county government, you will be taking away money that could have been used for development in that county. We were here in the morning and I was moved when I heard the report by the CEO of the CRA, that there are places in this country, including Isiolo, where you can get a teacher who has never had access to a mobile handset which we ... view
  • 17 May 2018 in Senate: Mr. Temporary Speaker, Sir, I am sorry; it is just that issues of human rights are very passionate to me. However, I respect the advice of the Chair. With those observations and my proposed amendments to my good friend, Sen. Were, I beg to support the Motion. view
  • 16 May 2018 in Senate: Mr. Deputy Speaker, Sir, I was not in the House when you unanimously elected my classmate, Sen. Judith Pareno, to the Speaker’s Panel. So, I will begin by giving her my hearty congratulations on the successive elevation to the Speaker’s Panel. I wish her success in her tenure. view
  • 16 May 2018 in Senate: Mr. Deputy Speaker, Sir, I am privileged to have been in school with Sen. Judith Pareno. She was in my neighbouring school, Kipsigis Girls in Kericho and we both ended up in the Faculty of Law at the University of Nairobi. So, she was my classmate in the University of Nairobi, Faculty of Law. view
  • 16 May 2018 in Senate: Mr. Deputy Speaker, Sir, I rise to congratulate the Committee which has done a tremendous job in preparing the County Allocation of Revenue Bill (Senate Bills 2018 No.11 of 2018). Looking at the money that we are sending to our counties, you get the impression that it is meant to touch lives and impact on our people at the county level. However, it is a bit fortunate that four years down the line, ever since we started implementing some of the monies we are sending to specific projects in the counties, we are yet to see impact. If I begin ... view
  • 8 May 2018 in Senate: Thank you, Mr. Speaker, Sir. I thank the Almighty God who took care of us as we traversed our counties during the vacation. I am happy to see that our Senators are back healthy and ready to work. Mr. Speaker, Sir, let me begin by commending the people of West Pokot County, who are enjoying the fruits of the new Constitution of Kenya 2010. I hope that residents from other counties across the country will know the benefits that this Constitution accords to the people of Kenya. I know people who served in the 1970s to early 1990s never had an ... view

  • 28 Mar 2018 in Senate: Mr. Speaker, Sir, I begin by making reference to the quotation by Nelson Mandela in May 1994, when he was assuming the presidency of South Africa. Mandela said:- “Out of the experience of an extraordinary human disaster that lasted too long, must be born a society of which all humanity will be proud.” With that quotation Nelson Mandela picked Fredrik Willem de Klerk, who was the President from the regime that had presided over apartheid and kept Mandela in jail for 27 years. Nelson Mandela planted a seed in South Africa of togetherness, forgiveness and tolerance that lasted for a ... view
  • 21 Mar 2018 in Senate: Thank you, Mr. Temporary Speaker, Sir. First, I want to register my appreciation to the Standing Committee on Finance and Budget, chaired by my good friend, Eng. Mohamed, for a job well done. The assignment given to this Committee was very tedious. I have gone through the Report and, in total, they received 80 applications. Sieving through 80 applications is not a small job. From that, they came up with a shortlist of 42 candidates, whom they interviewed and rated from number 1to 40. I note that two candidates did not show up for the interview. We cannot overemphasize the ... view
