I want to take Sen. Cherarkey to the provisions of Article 234 of the Constitution. I read the Constitution before I rise to say something. I read the advertisement that was placed on the newspapers by the PSC. The issue is that offices are being created in the public service and not officers who can serve in the Cabinet. So, you must draw a distinction. They can create positions for directors and all that. However, you cannot create positions for Chief Administrative Secretary (CAS).
