  • 13 Feb 2019 in National Assembly: As I had said earlier, I do not want to repeat the importance of the Kenya National Accreditation Service Bill. Its advantages are immense. I hope when we come to the Third Reading of the Bill, we will harmonise it with a few amendments and pass it. Thank you. view
  • 18 Dec 2018 in National Assembly: Thank you, Hon. Deputy Speaker, for giving me this opportunity. I support these agreements. I also take this opportunity to thank the Committee for the output they have given us in this Report. However, I think this process is long overdue. If you look at the various agreements that are before us, a lot of time has lapsed. We do not know why. The only reservations I want to make in the process is that whenever we enter into these agreements, they should be bilateral. In other words, the two countries must share the benefits accruing from the agreements. When ... view
  • 18 Dec 2018 in National Assembly: International Trade and the Attorney General, during their deliberations so that what we have here is accorded the diplomacy that is required. I support these Agreements. I urge that we have more agreements especially where we have mutual interests. I take this opportunity to applaud the Turkish one because we do a lot of business with Turkey. I also encourage more agreements within Africa, Asia and China. I would like to touch slightly on the airline arrangements. Recently, I was on the inaugural flight to New York. One thing I noticed is that whenever we enter into these agreements, enough ... view
  • 1 Aug 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for the opportunity to contribute to this Motion. For a very long time, rugby has always been seen as an elites’ sport. In fact, during my time in school, the only schools that used to undertake this game was Nairobi School, Lenana School, St Mary’s School and Rift Valley Academy in Kijabe. view
  • 1 Aug 2018 in National Assembly: Being an alumnus of Nairobi School, I used to play the game at school but when I went home, nobody knew what this game was all about. We must thank the gentlemen who took over the leadership of this sport. I have in mind people like Mwangi Muthee. When he took over the leadership of the Kenya Rugby Football Union (KRFU) he embarked on a programme to introduce the game in the country. After Mwangi Muthee, there came another gentleman who is still the chairman right now called Richard Omwela and he also continued to introduce this sport in the ... view

  • 1 Aug 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I was standing on a point of order. I wanted to know if there is enough quorum for us to continue with this debate. view
  • 6 Jun 2018 in National Assembly: Thank you very much, Hon. Speaker, for giving me this opportunity to speak in this House for the first time. From the beginning, let me say that as a first time Member, I have had challenges catching your eye. By now, I have learnt my ropes. I will know how to catch your eye when I want to. From the beginning, let me thank the people of Vihiga for electing me as their Member of Parliament. I give them my commitment to serve them with dedication. With every dedication in me, I will serve them. Let me also thank the ... view
  • 6 Jun 2018 in National Assembly: anything unless you can find somewhere else. If you add here, you must subtract there.” That is the guiding principle we were given. We need to look at the Budget in totality. Every year when we consider the Budget Review Paper, this Parliament should be apprised on what the real factors that will guide us are. Luckily for us, we have the four pillars that guide us. Everything around the budget-making process should revolve around the four pillars. The next thing is what we will do around those pillars. How do we finance it? The other problem I found when ... view
