They are unemployed because we have not created enough opportunities for them in terms of jobs. Certainly, we have neglected the youth in this country. There are efforts by the Government to try and remedy that position. So, by having this Council, we will look at all the funds provided for the youth, like the Uwezo Fund, the Women Enterprise Fund and the Youth Enterprise Development Fund. As a Committee, we have tried very hard to scrutinise all the funds that come before us. I stand to support the Motion on the audited financial statements of Uwezo Fund and Women Enterprise Fund. The Government of India, which is a very good partner to this country and is willing to come and set up an entrepreneurship institute or partner with one of the institutes here - and I am working on that - says that before you start lending your population money for business, you have to understand your market. They have to do that themselves. I feel that the Government has a lot more to do. The Entrepreneurship Institute of India went and studied every corner of the country in each state, understood what the people needed and what their education level was, and made packages in line with what the needs were for the market and created clusters. On behalf of my County, Nairobi, and on behalf of my own family, I wish to convey my condolences to the family of our second President, Daniel Toroitich arap Moi. Today I have seen long queues of people with no water and probably no lunch. I am so grateful that in their wisdom they decided to extend the time. Moi was a man who forgave. I ask Kenyans out there who are not very happy with the leaders to learn to forgive so that we can forge ahead with development for our nation. Thank you. view

In Nairobi, whenever we have a fire outbreak; I try to look for money for disaster. Under the National Government Affirmative Fund, we get a maximum of Kshs1 million for disaster management when it is divided equally for the entire country. We came up with a rule that some counties do not experience disasters and give the money to counties that experience disasters. When we have disasters like the floods we have had, sometimes I wonder why we cannot send all the Kenya Defence Forces (KDF) to help the people or construct houses for victims or give them tents.
