Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to contribute to this amendment Bill. This Bill is timely. We can see that Kenya suffers from very high unemployment. Our youth and young women are also looking for other areas in which to earn some income. Sports have not been well funded in the country. The Fund will obviously pool together a lot of resources that will see the Sports Ministry get 55 per cent. Out of that – and I agree with the honourable Member who contributed earlier - at least 35 per cent should go to ...

Kenyans are wired for sports. They love sports. Our youth require something else. We look at our youth and keep saying they are taking drugs and alcohol. The discipline of sports does not go with alcohol and drugs. We have seen a lot of people who are running sporting clubs in the country and working towards ensuring that the children coming into sports stop taking drugs and alcohol so that there is a lot of rehabilitation, education and sensitisation. When you bring them together, it also goes into the concept of Nyumba Kumi because you are nurturing a community and ...

Sports can generate a lot of jobs from sports managers to athletes themselves, to physiotherapists. There are so many areas. The fact that we are putting money together to ensure that this happens, I believe that Kenya will have its mark in terms of sports and in terms of dealing with unemployment. Unemployment today is our biggest problem. Our youth require other avenues to earn income and sports can be a very good income generation for the youth as well as for the country. So, I support this Bill. My only prayer is that we handle this Bill with utmost ...

Thank you, Hon. Deputy Speaker. I stand to support the ratification of bilateral air services agreements between Kenya, Jordan, Jamaica, Bahamas and the protocol amending air services agreements between Kenya and Turkey. I happened to transit last night in Istanbul and the amount of traffic that was in that airport showed me that Kenya can only benefit if it has agreements with countries that are transit points and, if we marketed ourselves properly. Those bilateral agreements should be enhanced with desks in various airports that have a lot of passengers transiting. That way, we can market our country. There is ...

Bahamas and Jamaica are tourist destinations. The tourism industry in this country has held strong in its harshest times by Kenyans. Kenyans decide to go on holiday but, unfortunately, they are charged the most. I once went to stay in a Mombasa hotel which I booked locally. I ended up paying three times the amount that my sister who was coming from the United Kingdom (UK) did in the same hotel. These bilateral agreements are an opportunity to enhance the industry, bring the prices down, increase competitiveness and allow Kenyans look at alternatives. If the hotel industry in Kenya penalises ...

Thank you, Hon. Speaker. I support the Leader of the Majority Party’s move not to have the vote done today. We have definitely lobbied the male parliamentarians. We have also lobbied some of the women parliamentarians. This is a very important Bill. This is about the two-thirds gender Bill. This is about our Constitution. To have it go to the Floor and fail would not only be a failure to respect our Constitution, but also a failure for us as a country to show that we respect women and the place of women in society. I take this opportunity to ...

Hon. Temporary Deputy Chairman, thank you. I am following the proceedings very well. I agree that it should go as it is. For purposes of security the way it is laid out, I think it serves its purpose. It should not be amended in any way.

I agree that the quorum should be at least 50 per cent of the Council members. Three seem very few and risky. We can have collusion when you have few members. Seven members seem too many. Even in our Committee meetings, five is the quorum. If the Chair can amend it to five, then we will at least protect the sanctity of the Council members.

Thank you, Hon. Deputy Speaker for giving me this opportunity. I stand to support this Constitution (Amendment) Bill, 2018. I am a bit worried about the sincerity of this House. We keep talking about leaving a legacy by passing this right, which women were given by the 2010 Constitution. We have implemented everything in the Constitution including devolution, which costs a fortune. Now we are saying that punda amechoka, meaning the donkey is tired. Look at our country, what Parliament costs and we need to be bold when saying this. The two Houses of Parliament cost only 1.5 per cent ...

money, men, who are the majority, deny them that money. The last time we were preparing the budget, we were given Kshs500,000. We have Kshs6.5 million per constituency when a male Member of Parliament has Kshs100 million and we are judged the same. So, let us understand that this is in our Constitution. If we fail to pass it, I pray that the Judiciary, which is the third arm of the Government, sends us all home because we have been given enough time. We are in contempt of court as we speak. In 2016, we asked for one more year ...
