  • 23 Apr 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. I rise under Standing Order No.25 (1). It is important for the House to understand the consequences, as I mentioned yesterday, which the Chair had also mentioned, of the determination of this matter or this Motion. view
  • 22 Apr 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. I am seeking your guidance on this. The Standing Orders are such that the conduct of the House might put us into a situation in which we might have a problem. I do not think adequate and ample consultation has been done on this. There is a lot of acrimony in this and I think you had better guide the House on all the consequences of all the actions that are going to be taken hereafter. view
  • 22 Apr 2009 in National Assembly: Mr. Speaker, Sir, I beg to second the Motion that the debate be now adjourned until tomorrow 2.30 p.m. view
  • 17 Dec 2008 in National Assembly: Mr. Speaker, Sir, as I stand to support this Motion, I want to plead with hon. • 17 Dec 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. With all due respect to the hon. Minister, there are no provisions in the Standing Orders for one Parliamentary Select Committee or Departmental Committee to have an oversight role over another Parliamentary Select Committee or Departmental Committee. So, essentially, there is no way that a Committee that is going to be set up here will again have another Committee basically playing the scrutiny role. view
  • 23 Oct 2008 in National Assembly: Madam Temporary Deputy Speaker, I beg to report that the Committee of the whole House has considered The Truth, Justice and Reconciliation Bill and approved the same with amendments. view
  • 15 Oct 2008 in National Assembly: Madam Temporary Deputy Speaker, I am directed to report that the Committee of Supply has considered the Resolution that a sum not exceeding Kshs1,668,902,595 be issued from the Consolidated Fund to complete the sum necessary to meet the expenditure during the year ending 30th June, 2009 in respect of Vote 12 - Office of the Deputy Prime Minister and Ministry of Local Government. view
  • 9 Oct 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. Unfortunately, the rules of debate of the House do not allow somebody who has been on the Chair to debate a matter including his rulings outside the House. I am of the perfect opinion that if I had that provision, this debate would have been concluded way earlier. Mr. Speaker, Sir, for the benefit of the House, I got a call from a Member of Parliament five minutes before the House resumed here on the material day saying that there had been a ruling in the House during the Ninth Parliament that ... view
