Yes, Mr. Temporary Deputy Speaker, Sir. There are no Somali nationals in Eastleigh. They are Somalis from North Eastern Province who are doing business in Easleigh. Could he substantiate his claims? The Somali nationals in this country are supposed to be in refugee camps and, if they are not there, it is a failure on the part of our own system to arrest them. On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for the Minister to tell us that the IGAD Summit has accepted to involve the Front Line States in securing the stability of Somalia when, in fact, we know that we did not have Al-Shabaab in 2006 before Ethiopian forces went into Somalia and occupied that country? We did not have radical islamists who are basically destructive groups in Somalia prior to the engagements of Ethiopian forces inside Somalia. Mr. Temporary Deputy Speaker, Sir, my point of order is that it is not in order for any Front Line States to be involved militarily in Somalia. I know our country will never do it. I congratulate the Minister for Foreign Affairs and all the policy makers for that. We can only be involved in building the capacity of the Somali armed forces and help them with the military hardware they need to go and stabilise their country. Mr. Speaker, Sir, given that we have a lot of food insecurity in this country, more so in the marginal dry areas, and that we have good rains this time around, what efforts is the Minister making to make sure that he posts fisheries officers, and put up ponds in areas where there is perennial food insecurity like in the whole of North Eastern Province, upper Eastern and some parts of middle Eastern?

I asked what concrete policy and measures he has for areas that have perennial food insecurity and that are presently experiencing a lot of rainfall. That includes putting up the dams or the ponds and everything. What concrete plans does he have?
