Mr. Speaker, Sir, we have had displaced people in this country right from the time we got Independence; right from the Shifta War, Wagalla Massacre, droughts, problems that are there between the Pokots and Marakwets and others up to what is happening right now in Isiolo. Could the Minister assure us that the hundreds of thousands of Kenyans who have never been assisted as IDPs in the past will now be included in the master-plan she will come up for assisting and helping the IDPs in this country?

Mr. Speaker, Sir, my sentiments were, by and large, expressed by hon. Olago, but just one other bit. Hon. Minister, we come from constituencies that are as much as 17,000 square kilometres, 23,000 square kilometres and in the case of North Horr, it actually goes up to almost 30,000 square kilometres. On a point of order, Mr. Speaker, Sir. Indeed, since this is a law making body, sometimes, we have got to understand the law in its own context. When it says that the Board âmayâ, and the Attorney-General should help educate Parliament on that, it means may or may not. If it was, indeed, the Board that had to do it, then the law should have said âthe Board shallâ. There is no âshallâ in this. Is the Minister further aware that Kenyan investors in Juba and other places are being harassed to the extent that some investors, who had all the necessary Government licenses, have lost not less than US$5 million? Their service stations were demolished by the Government and yet, they had all that was required in terms of deeds and other licences.
