For the benefit of Hon. Members, Hon. Chairman explain whether this treaty has come into force or not. The presumption by the Member for Funyula is that it will take three years, although the text says that you can pull out at any time. If it has already come into force, then it will take four years from now. For the benefit of Hon. Members, can you clarify that issue?

When a treaty is negotiated, it waits for a certain number of member states to ratify it before it comes into force globally. If that has already been done, do we still need an additional three years, if the nation wants to pull out?
