  • 23 Feb 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I think the fact that a majority is required to be able to reach a decision in any deliberation is very critical in this, so that this is not abused by the Executive. When you say one half plus one, or a majority which is essentially more than a half--- A half is not a majority. I could further amend it to say that the quorum of a meeting of a county executive committee shall be more than one half of its membership. view

  • 14 Feb 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. This matter has been determined by the court and this is common knowledge. In essence, a matter that has been determined by a court to be debated on its own merit, I think it is an infringement on that sanctified separation of powers. When a matter is within the Judiciary, we are not here to debate that. But having said that, the process of voter registration is an ongoing exercise. North Eastern Province has had a history and a tradition of only capturing voters within the urban centres themselves. This is the ... view
  • 14 Feb 2012 in National Assembly: Mr. Speaker, Sir, I rose on a point of order and I want you to give us the direction on this. My point of order is that the nullification of those census results was contested in court and the matter was determined by court. Once a matter has been determined by the court, can we still talk about whether that population census is valid or not? The court said it is valid. So, the validity of those numbers is not a matter that can come for debate today. That was my point of order although I gave him an added ... view
  • 21 Dec 2011 in National Assembly: Mr. Speaker, Sir, I am just rising on a very simple and basic Standing Order here to remind my friends who have been here; some of them for two terms, some for three terms and some only for this one term, that the Standing Orders are very clear. There is a serious misleading when you fail to acquaint yourself with this very basic book. Standing Order No.64 says:- “Every Member, other than the substantive Speaker and the Attorney-General, shall be entitled to vote in a division even though the Member is in the Chair”. Put that point first of all ... view

  • 21 Dec 2011 in National Assembly: Much obliged, Mr. Speaker, Sir. The Deputy Speaker or any other Member on the Chair has an original vote, except the substantive Speaker, hon. Marende, and the Attorney-General in this case. Then, assume even after I have voted, there is a tie. It says:- “Casting Vote – whenever there is an equality of votes on any question not requiring a special majority, the Speaker including any other Member in the Chair, shall have a casting vote”. view
  • 21 Dec 2011 in National Assembly: I have the powers and legality to vote twice when I am in the Chair if I am not the Speaker or the Attorney-General. So, acquaint yourselves with those basic two articles. view
  • 21 Dec 2011 in National Assembly: Mr. Speaker, Sir, I want to support this Motion, but with a very powerful rider. I want to support this Motion to allow our Christian brethrens in this country to also have Christmas and go and celebrate with their constituents as well as their children the same way when we have Idd also. view
