13 May 2009 in National Assembly:
On a point of order, Madam Temporary Deputy Speaker. The bulk of us are not finance people. I think hon. Mungatana raised a very important and pertinent issue. There are descriptions that have got chapters, category, Item, sub-item and so on. When we look at the two other lists at the end, all we see is the Vote number. We want either the Chairman or his deputy to take us through this to inform us how essentially these things are put in there. These personal allowance, utilities, supplies and the list goes on, so that we relate them to what ...

13 May 2009 in National Assembly:
Madam Temporary Deputy Speaker, my point of order is whether someone can take us through this. The Committee, for it to show that it has done a good job, must educate us on how to relate these items. I am sure you do not even understand it yourself. None of us understand.

On a point of order, Mr. Speaker, Sir. I rise under Standing Order No.25 (1). It is important for the House to understand the consequences, as I mentioned yesterday, which the Chair had also mentioned, of the determination of this matter or this Motion.

There is a lot of acrimony in this and I think you had better guide the House on all the consequences of all the actions that are going to be taken hereafter.

17 Dec 2008 in National Assembly:
Mr. Speaker, Sir, as I stand to support this Motion, I want to plead with hon. Members, who are in this august House, that whereas we have had democracy in this country, pseudo or factual, right from Independence up to now, Parliament has for once a very good reputation as having stood for the rights of Kenyans, and hon. Members having suffered in the past while fighting for expansion of democratic space in the country and the welfare of this country. But hon. Members are also notorious for having divided this country over a period of time. I think if ...

17 Dec 2008 in National Assembly:
On a point of order, Mr. Speaker, Sir. With all due respect to the hon. Minister, there are no provisions in the Standing Orders for one Parliamentary Select Committee or Departmental Committee to have an oversight role over another Parliamentary Select Committee or Departmental Committee. So, essentially, there is no way that a Committee that is going to be set up here will again have another Committee basically playing the scrutiny role.
