Mr. Speaker, Sir, given that you do not have a presumption that even if you are going to have a border between two districts, there is no community that lives on the other side, effectively you can have the Pokot District and the Turkana District have an official boundary. But that does not necessarily tell you that there are no members of the Turkana community living in Pokot or Pokot community living in Turkana. These are fluid communities. Mr. Temporary Deputy Speaker, Sir, I do not know why Maj. Sugow would want me to be gagged in this House. I support this Motion. It is important that we have fewer documents, and it is also important that we take into consideration the number of man-hours we use every time we have to go for these documents. We spend hundreds of man-hours and we lose so much. If that could be converted into capital, this country would be a First World country. But because we spend a lot of time in trying to get those documents, we are losing ...

the death of the Clerk of the National Assembly. May the Almighty God grant comfort to his wife, Mrs. Frida Ndindiri, children, friends and relatives during this period of pain and sorrow. May the Lord give strength to the family to bear the loss of their loved one. May the good Lord rest his soul in peace. Hon. Members, may we now stand and observe a minute's silence in remembrance of our late Clerk, Mr. Samuel Ndindiri.

Jeremiah Nyagah was born on 24th, November 1920 at Igari Village in Embu District. After completing his studies, he taught in several schools among them Kangaru School in Embu, where he was appointed the founder principal of the institution. During this time, he participated in the struggle for Independence of our country. Mr. Nyagah decided to join politics and got elected to the Legislative Council (Legco) in 1958 and thus began an uninterrupted illustrious political career spanning almost four decades.
