This Bill is so dear to many of us; the reason being that the region where I come from was badly hit by a disaster. This was mostly in my county and Hon. Abdisalan’s constituency. Many properties and families were badly affected. It is also dear to me because we lost two young men in the DusitD2 complex terror attack who were from my county and constituency.

This Bill is timely because we do not have fairness in terms of dealing with disasters. We concentrate on some areas more than others. Disaster does not know religion or communities. So, it is important for disaster to be treated equally. We should not concentrate on some regions or communities while leaving others out. There are institutions which have mismanaged disasters. We have NGOs which I have heard Members talk about. We need accountability from the NGOs we have in this country. As I thank the Member who has brought this Bill, I know what we need is proper monitoring and evaluation systems. This will deal with the issues Members have from their counties and constituencies. We also need a body to control and manage disasters. We have the National Disaster Management Authority. This institution does not provide assistance during disasters. Instead, they focus on issues which are not their priority like cross-border meetings. They need to deal with priorities.
