Hon. Speaker, I have a response to a request for a statement regarding the recruitment of teachers by Hon. William Kamket Kassait, MP for Tiaty Constituency. The response was to come from the Teachers Service Commission (TSC), by Dr. Nancy Njeri Macharia. There is a lot of background information which I do not think is necessary right now. So, Hon. I will start by reading about the recruitment of teachers in the Public Service. The TSC being a constitutional body is bound by the provisions of the Constitution that provides for the Values and Principles of Public Service. the Commission has endeavored to apply the principle of fair competition and merit as the basis for recruitment. The Commission also considers other factors such as equity, fairness, regional balance, non-discrimination, patriotism, national unity, sharing representation of Kenya’s diverse communities, etc. The key principle driving recruitment and deployment of teachers is that TSC is an equal opportunity employer that abides by the tenets of the law as espoused under the Constitution of Kenya, the TSC Act, the Employment Act, the National Cohesion and Integration Act, among other pieces of legislation.
