11 Oct 2012 in National Assembly:
Mr. Speaker, Sir, as a Ministry, we are doing our best to make sure that if possible all the youth are registered before the election time. We have, for instance intensified mobile registration units as one measure. We have in some places opened new registration offices. We have also increased the number of registration materials. These are measures to enhance registration of our youth and other Kenyans to ensure that they get identification cards.

Nafikiri tutakuwa tunafanya makosa.

11 Oct 2012 in National Assembly:
Mr. Speaker, Sir, I would not like to lie to my colleagues. At the moment, I do not have the number of the youth who are 18 years old and above, and who have the waiting cards, or who have not been registered at all. If there is need, I could work on that and give an answer next week.

11 Oct 2012 in National Assembly:
Mr. Speaker, Sir, it is true that sometimes there is confusion to the extent that one may find their document in another division or location. We are addressing this issue through computerization. As of now, we have gone to the level of divisions. We are moving downwards to locations and we believe that by so doing we should be able to remove the confusion and send the documents to the right places.

Mr. Speaker, Sir, before I answer the Question, I wish to apologise for having been unable to be in this House on Tuesday, this week. I was attending to a very unusual incident where my constituents were attacked and 15 people died. I remember I shared this information with hon. Kiema on Monday but unfortunately this House was not informed appropriately.

Mr. Speaker, Sir, as far as this Question is concerned, I had answered all the parts except that I was to submit a list of the people registered within the given period. I beg to lay this list on the Table because I have it.

4 Oct 2012 in National Assembly:
Mr. Speaker, Sir, for most parts of northern Kenya, it takes up to 45 days because some of the registration units are mobile. It takes about 30 days for us to receive the forms and it takes us ten days to issue the identity cards.
