Mr. Temporary Deputy Chairman, Sir, as one of the people who were in Naivasha I can clearly say that this is one part of the Constitution that was not well thought through. Actually, what we gave in Naivasha as the Senate is very different from what you eventually produced. This is a fact. So, there is need for some linkages between the county government and the Senate. Mr. Temporary Deputy Chairman, Sir, I would persuade my colleagues to really reconsider this particular amendment. We are giving too much power to the governor. The National Government is different because it is the entire nation. But some of those counties are actually tribal enclaves. For us to have the harmony, it is so strategic and critical that the governor, from wherever he comes from, has some level of control that is necessary. We make laws to contain and control people. I want to thank the Minister for Local Government for a well thought out Bill which I think is well anchored on the provisions of our Constitution as far as the Chapter on devolution is concerned. Mr. Speaker, Sir, there are many police posts and police stations in this country which are in very bad physical shape. Just last year, I talked about one post, Moso, in Iliret Location and up to now nothing has been done despite that the Ministry undertook that they would allocate some funds to rehabilitate that post. When will the Assistant Minister deliver on his undertaking?

Mr. Speaker, Sir, the Prime Minister talked about the Internally Displaced Persons (IDPs) and what the Government is doing to ensure justice is done and to resettle them. As of January this year, 30,000 IDPs are in Moyale; their homes have been burnt down, all the schools have been closed and Moyale is a ghost town. Madam Temporary Deputy Speaker, this is an emotive issue for the families of the deceased who might be watching these live proceedings today. Those officers lost their lives while on duty serving this nation. The least you can do to them is give accurate information and also honour them by ensuring that their families are well taken care of.
