This Bill seeks to streamline the law on the appointment of public servants. It seeks to amend the principal Act to provide in law for the mandatory retirement age of 60 years. At the moment, it is in the regulations, but they want to anchor it in law. It is a good idea. By doing so, it will provide employment to the youth, which is a very serious issue in our country. • 1 Oct 2020 in National Assembly: the need to give job opportunities to the youth, we must appreciate that some jobs are for old people. So, it is discriminative in that sense. It is a serious issue that is unconstitutional as far as our supreme law is concerned. The Bill is punitive in the sense that, if somebody serves more than six months in an acting capacity, he will not be compensated; he will not be paid his allowances or salary. This is a very important Committee. This Committee is actually fairly new. It only started in the 11th Parliament and now we are in the 12th Parliament. In those years, we were able to have ministers on the Floor of the House and we got commitments from them. We had sanctions for them if they did not fulfill or go through with the commitments. • 15 Sep 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to support this Bill from the Senate. I think it is a very good Bill. I wish Senators from the beginning were up to the task of really enabling counties to perform and do their best under the Constitution. Most of the times, Senators have been keen doing other things outside their mandate as per the Constitution. However, this Bill is really timely. Temporary Deputy Speaker, once those systems are adopted across our counties, we will know the counties that are doing well in revenue collection, those where plundering is taking place and those where resources collected from citizens are used prudently for the welfare of the people. I hope this Bill will have punitive measures to ensure that those not using the system well or those deliberately looking for ways of evading the system are penalised. • 15 Sep 2020 in National Assembly: What happened is a disaster and it should never have happened. It happened due to sheer negligence and bad governance in our institutions. The eleven rhinos should never have died. It is not the first time we have relocated our wildlife species from one part of the country to the other. From 1986 to 2018, we have undertaken 289 translocations of those animals from one part of the country to the other and out of that, the mortality rate was at four per cent.
