Mr. Temporary Deputy Speaker, Sir, I filed this Question long ago and it is of national importance. Secondly, there are two Ministers in that Ministry. I do not know if there is reason as to why they should not be here.

Mr. Temporary Deputy Speaker, Sir, some of my colleagues says hospitals in their areas are in deplorable conditions. However, I hail from North Horr constituency, where there is no single hospital and no single medical doctor. My constituents have the trouble of travelling over 700 kilometres to visit the next Government in Marsabit County. My question to the Assistant Minister is: As a Ministry, what plans do they have for the rest of the country where we do not have a single hospital? Those Kenyans have been suffering since Independence.

Mr. Temporary Deputy Speaker, Sir, I also thank the Prime Minister for addressing this very important issue of climate change. The road infrastructure in most parts of this country has been destroyed. In particular, roads in northern Kenya are not passable. As a result, people are not able to access food and travel. In my constituency, there is a place called “Ileret” which is 550 kilometres from Marsabit Town, our county headquarters. No truck has managed to travel to that town for the last two months, and people are actually starving because they have not been able to access food ...

On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Prime Minister in order to say that pastoralism, as we know it, is unviable when it is the only system known to man to have survived in extreme weather conditions over time? What empirical evidence does he have to state that, that source of livelihood in that extreme weather condition is not viable when it has sustained man for centuries?

Madam Temporary Deputy Chairlady, I have listened very keenly both from the Minister and the surveyors, who are our colleagues here. If at all it has core written value to this Bill, I do not think that it will take anything away. Therefore, I think this amendment should be supported.

Madam Temporary Deputy Speaker, I want to state that for sure some of these provisions stated by the Minister have been delivered to our constituencies. However, for accountability, it will be very prudent for her to have this information listed per constituencies so that we can countercheck and give the necessary feedback to her.

Madam Temporary Deputy Speaker, this is an emotive issue for the families of the deceased who might be watching these live proceedings today. Those officers lost their lives while on duty serving this nation. The least you can do to them is give accurate information and also honour them by ensuring that their families are well taken care of. Could the Question be referred to the Ministry of Education so that it can be answered effectively? That way, the families will know that we are doing the right thing. Madam Temporary Deputy Speaker, I am the Member of Parliament for North Horr and I represent the Gabbra Community in this Parliament. The Gabbras who live in Moyale live in Marsabit County. I have listened to the Assistant Minister very keenly. It is really disgusting, to say the least, for him to say that this was not a case where one particular community was being killed, one after the other.
