Yes, Mr. Deputy Speaker, Sir. From the outset, I want to state that whatever business is transacted in this House must be constitutional. The Standing Orders of this Parliament are not superior to the Constitution of Kenya. I am questioning the constitutionality of this Motion. Mr. Deputy Speaker, Sir, on that basis I strongly feel this Motion is unconstitutional and should not see the light of the day. Why am I saying that? First, which parameter will you use to show the part of the country that has been marginalized? I am not talking about marginalization; I am talking about poverty. asked the Minister for Environment and Mineral Resources:- (a) what measures the Government has put in place to ensure that the country enjoys the full health and environmental benefits of unleaded petrol; (b) what the Ministry is doing to eliminate dirty fuels, particularly from diesel sold in the country that is causing significant health problems and high vehicle pollution in cities like Nairobi; and. (c) what action the Minister is taking to reduce the high level of pollution from vehicles, including trucks and buses, that are severely impacting on the health of Kenyans, particularly children and motorists?

Programme. Kenya has 1,000 parts per million sulphur levels in one litre of diesel fuel compared to Morocco with 50 parts per million and even EU, 10 parts hours per million of sulphur levels. There is one effective measure to reduce sulphur levels, especially in diesel fuel. It is basically to gazette at minimum 500 parts per million sulphur levels for all the imported diesel. When will the Government through the Kenya Bureau of Standards, finally gazette 500 parts per million sulphur levels for imported fuel in this country?

Mr. Deputy Speaker, Sir, I fully support the fact finding Report by the two Departmental Committees in Garissa, Dadab and Voi. I think Kenya must deal with the problem of Somalia. The Government of Kenya has, for sure, taken some basic role but it has not done enough. Kenya is a powerhouse in sub-Saharan Africa and it has a voice globally. If Kenya takes this challenge and spearheads the problem of Somalia, I think it can contribute towards solving it. A solution to the Somalia problem among many others is to recognize Somaliland. and embrace their sovereignty and recognise their State. By doing that, Somaliland will play a leadership role in securing that particular region in collaboration with many other neighbouring states like Kenya, Ethiopia and Somalia once it becomes stable. It is a state which has had democratic elections for 20 years. Sometimes, the Opposition, for example, last year, took over from the previous regime. Mr. Deputy Speaker, Sir, I think Kenya needs, as one major power in this part of the world, to internationalize the Somalia problem both at the African Union (AU), European Union (EU), Arab League and IGAD. We have much stake, authority and necessary capacity to really bring this problem of Somalia to the global attention.
