On a point of order, Mr. Speaker, Sir. This officer did appeal to the Commissioner of Police, through the Provincial Police Officer, Eastern Province, on 24th February, 2010. I have the document here with me. What else does the Assistant Minister want this officer to do?

Mr. Speaker, Sir, this is a nation which is governed by the rule of law. Our court proceedings are very clear. Even the police orderly did acquit this officer. If the Government is not willing to reinstate him, could they retire him with all his benefits, because he has served this nation for over 20 years?

Mr. Deputy Speaker, Sir, I appreciate the Ministerâs effort to ensure that Kenyans are provided with health services wherever they are in this country. She has clearly said that the Ministry will provide an ambulance to each constituency in this country. She is now saying that they will lease. I want to know the thinking behind that concept of leasing and whether it is cost effective, realizing that some constituencies like mine are very vast.

asked the Minister for Justice, National Cohesion and Constitutional Affairs:â (a) what criteria was used by the Interim Independent Electoral Commission (IIEC) to pick the 18 constituencies among 210 in the country to pilot Electronic Voter Registration; (b) what is the cost to be incurred by the Ministry to pilot electronic voter registration in the 18 constituencies; and, (c) when the Ministry will undertake the electronic voter registration for the remaining constituencies?

Mr. Deputy Speaker, Sir, I appreciate the response from the Assistant Minister. From the response I have, the IIEC spent Kshs854 to undertake the exercise in 18 constituencies. That comes to Kshs48 million per constituency. To cover all the 210 constituencies in Kenya, the IIEC will require Kshs9.9 billion. Realising that Treasury has not factored in any money for the Commission to spread out the electronic voter registration to all the other constituencies, which basically indicates that this is not a priority for this Government, what plans does the Assistant Minister have to make sure that all the remaining constituencies ...

Mr. Deputy Speaker, Sir, I appreciate the good work that the Interim Independent Electoral Commission (IIEC) is doing in trying to ensure that the electoral reforms that we have been agitating for all these years are finally taking off. Could I know from the Assistant Minister where electoral voting has been done in Africa and how successful it has been to inform what we are doing now in Kenya?

Mr. Speaker, Sir, I appreciate the Assistant Ministerâs commitment to bring an officer to North Horr by Friday this week. This is a unique constituency with 39,859 square kilometers, it is twice the size of Israel. It is larger than Central, Nyanza, Western and Nairobi provinces put together. Could the Assistant Minister assure this House that the Registration Officer will have a vehicle? Due to lack of public transport in North Horr, sending an officer there may not be of much use.
