Mr. Deputy Speaker, Sir, I want to thank the Assistant Minister for the response. This is a very standard Government response. âWe have an ambitious multi-year plan that will see rural Kenyans being provided with this vital mobile telephone serviceâ. There are no benchmarks, timeframes; just this ambitious plan. This is as good as saying that no such service will be rendered to these rural Kenyans in the foreseeable future. Mr. Deputy Speaker, Sir, the Government seems to be providing incentives and facilitation to the private sector to invest in rural areas. Despite all these incentives, the response from the private sector seems to be dismal at best. What has the Ministry done wrong? If you compare us to Uganda, a country with a much smaller economy than ours, the communication services in those rural areas is real in every village and small trading centres. What has this Government done wrong compared to our neighbours like Uganda that up to today, people in rural Kenya are yet to enjoy this ...

Mr. Deputy Speaker, Sir, I want to thank the Assistant Minister for, finally, coming to the help of the people of northern Kenya by making the decision to split the Northern Water Services Board. Water is life. The drought is so devastating to the people of northern Kenya today due to lack of water. My question to the Assistant Minister is: When will they undertake this initiative?

Mr. Speaker, Sir, my question is with regard to the appointment of the Chief Executive Officers (CEOs) of State corporations. It is a good practice to undertake competitive recruitment when it comes to managers of such viable State corporations. I want the Prime Minister to tell this House and the Republic at large whether competitive recruitment was done when the Managing Director of the Postal Corporation of Kenya was appointed yesterday.
