This is a very standard Government response. “We have an ambitious multi-year plan that will see rural Kenyans being provided with this vital mobile telephone service”. There are no benchmarks, timeframes; just this ambitious plan. This is as good as saying that no such service will be rendered to these rural Kenyans in the foreseeable future.
