Equally, the Water Trust Fund is another Fund that was established to enable marginal counties with severe water scarcity to construct water infrastructure, be they rain water harvesting infrastructure, boreholes, dams or pans. These are grants given to county governments and the county governments implement the projects through companies that they establish. The companies are poorly managed. They are just channels for corruption and mismanagement. For the companies to be operational, they need to build their capacities and do a serious audit of what they have been doing since they were established. Before they are given the funds, let us have institutions that are viable and that can execute the mandate they are given. As they are now, the Universal Service Fund and the Water Sector Trust Fund do not serve us. Hon. Speaker, I would like to join my colleagues in sending my deepest condolences to the family of our late President. On my behalf, that of the people of North Horr constituency and Marsabit County at large, I send our deepest condolences to the family of our late President. He cherished peace. He was a statesman. He was a pan-Africanist. He was a freedom fighter. He was a true democrat. He unified this country. He visited all parts of Kenya so that we feel we are part of this country. May his soul rest in eternal peace.

Thank you, Hon. Temporary Deputy Speaker, for giving me an opportunity to contribute to this Bill. We should support it. Transformation for any country takes off when we invest in road infrastructure. As a Member for North Horr for the last three terms, I have seen serious transformation when the road from Isiolo was constructed all the way to Moyale - almost 600 kilometres. Our lives have changed dramatically in terms of food security. We are able to get food and greens from Meru in a few hours. The time we used to travel from Moyale to Nairobi has reduced. ...

On the same note, I strongly believe those funds, once availed for road transformation, will be ring-fenced and earmarked purposely for road construction. We will see serious transformation in Kenya. For this reason, I strongly support this Bill. I hope once we pass this Bill, the Ministry will be able to source for funds from development partners, from financial lenders and ensure that we have enough money to construct the 10,000 kilometres stretch of roads that we have been promised by this Government. Hon. Temporary Deputy Speaker, Hon. Wamalwa is a good friend of mine. Actually, he is my chairman somewhere. I am standing on a point of order on relevance and facts. Initially, he said we did not pass this Bill in the last Parliament because we could not raise a two-thirds majority. We did and passed it. It went to the Senate, which slept on it. It is a fact.
