  • 2 Feb 2022 in National Assembly: The Bill is very lenient in terms of the penalties. As a Committee, we feel that there is need to ensure that they are enhanced for sustainable waste management in our country. There will be an amendment to that effect. Also, the Bill does not provide for e-waste management. Therefore, there is need to provide for it in the Regulations when the Bill goes through. Hon. Temporary Deputy Speaker, having considered the Sustainable Waste Management Bill (National Assembly Bill No.22 of 2021), the Committee recommends that the House approves it with amendments as proposed in the Schedule contained in the ... view

  • 13 Oct 2021 in National Assembly: Thank you, Hon. Speaker. I support the Motion on adoption of Sessional Paper No.1 of 2021 on the National Water Policy. Water plays an integral role in the development of any nation. Water is a social and economic good which is critical for a country to realise its development agenda. This Sessional Paper will enable both levels of government, namely, the national Government and the county governments, to prepare their policies and strategies to effectively and efficiently deliver on their respective mandates as far as water service delivery is concerned. Our Constitution guarantees every Kenyan a right to clean water, ... view
  • 13 Oct 2021 in National Assembly: The National Water Policy aims at strategic reengineering of the water sector by providing clarity and mandate and consolidating the various water sector actors, so that they can collectively deliver on their mandate, spearheaded by the both levels of government. The policy also provides a framework, particularly for enabling the nation to realise sustainable management and financing of water resources. It also provides a framework for water harvesting and storage. Lastly, it provides a good framework for equitable efficient and universal access to water quality for all Kenyans. The Sessional Paper seeks to address various challenges that are faced by ... view
  • 13 Oct 2021 in National Assembly: The Sessional Paper appreciates emerging issues in the water sector such as climate change innovations and political advancement in this particular sector. The Sessional Paper once adapted by both the National Assembly and the Senate will provide a sound policy framework for the development of other sectors in this country for decades to come. view
  • 13 Oct 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I support this Report of the Committee on Delegated Legislation on the Consideration of the Petroleum Development Levy (Amendment) Order, 2021 published as Legal Notice No.77 of 2021. • 13 Oct 2021 in National Assembly: I have listened to the Chair of the Committee as he moved this amendment which is straightforward. The legislation is dealing with an issue that is of national interest and trying to annul some of the levies which were earlier published under different legal notices. It is very clear to me that the Committee has considered all aspects of this legislation. They have given the necessary scrutiny on the impact of this decision on the Kenyan society at large and also in terms of the revenue that the State needs to collect for it to manage this country. There is ... view
  • 12 Oct 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for this opportunity to support this Motion on drought emergencies in our country. At the outset, I appreciate the President of Kenya, Hon. Uhuru Kenyatta, for declaring drought as a national disaster. It is really a national disaster because over 2.1 million Kenyans are suffering. Some figures put it at 2.7 million and 23 counties, which are more than half the counties in Kenya facing severe drought. Our livestock are dying in large numbers. • 12 Oct 2021 in National Assembly: livelihood assets. Our people are facing acute water shortages. Some schools are actually closed down due to lack of water. This region is already affected by so many disasters and emergencies. The desert locust invasion cleared all our vegetation. Like the rest of Kenya, we are facing the COVID-19 pandemic emergency. There are serious security issues in that region with Al-Shabab militia; and now we have enhanced tribal conflicts over diminished natural resources. Now, in addition to that, we have these serious drought emergencies. It is really a region in crisis and this country really needs to support these counties ... view
  • 17 Aug 2021 in National Assembly: Thank you, Leader of the Majority Party. Hon. Temporary Deputy Speaker, I beg to support and second the Irrigation (Amendment) Bill of 2021. The Irrigation Act was assented to in 2019 to repeal the archaic Irrigation Act Cap 247 of the Laws of Kenya. As with other sectors, the irrigation sector was highly affected after the 2010 Constitution was promulgated. As a result, a number of legislations had to be aligned with the new Constitution. In particular, to conform and embrace devolution. The Act of 2019 was meant to streamline the development, management and regulation of irrigation and to support ... view
