Hon. Deputy Speaker, the fact that our President assented to this law in January 2013, without any memorandum or any reservations is clear evidence that the Government supports the enactment of this law. This law has not been operationalised simply because the CS is sleeping on the job. As Parliament, we will pronounce ourselves by passing this amendment and I hope within two weeks, the law will be operationalised. Hon. Is it in order for the Leader of the Majority Party, a leader of this House, to mention names of leaders of this Parliament especially the Leader of the Minority Party in the Senate as having gained from proceeds of tobacco? Can he substantiate or withdraw? This is a House of rules.

Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to contribute to this Bill. At the outset, it is a very good Bill. The county assemblies in our counties are new institutions and, as such, they need to put in place the necessary procedures and legislative framework for them to operate and function well. Senate and in the National Assembly, are well-qualified for the job. We should change the law to ensure that they actually have degrees - if not a second degree, then at least the first degree. I am not sure we are up to the task as it is today. There are so many MCAs that I know, even in my own Marsabit County, who have not been to school. If they have, may be just up to Standard VII. Thank you, Hon. Speaker, for the opportunity to contribute to this Bill. From the outset, I oppose this Bill because it has many fundamental issues that are not right. Those with vested interests in politics and leadership of this country cannot be players in the same game. If IEBC is to be independent as stipulated in our Constitution, then it should be left as an independent commission and the commissioners should be nominated in a very independent way. If we have a competent IEBC Secretariat, we should be able to manage our elections without much problem. Thirdly, we have had issues with our periodic elections. We thank God that in the 2013 elections, we did not have chaos. With the Constitution, the people believed that the Supreme Court would adjudicate fairly on electoral matters.
