Yes, Hon. Temporary Deputy Chairman. This is a very good amendment. It is the practice in very many jurisdictions. The presidency deals with the issue of climate change because it cuts across many sectors in the Government. So, it is really nice to have the presidency in totality to be in charge of climate change business. I support fully.

Thank you, The Temporary Deputy Chairman. As my Chair of the Committee has clearly said, we basically questioned the constitutionality of that clause from the Senate. Terms of vetting are very clear in the role that the Senate and the National Assembly plays. Really, that is our position.

Thank you, Hon. Deputy Speaker for giving me this opportunity to support the Controller of Budget Bill. This is a very important constitutional Bill because it will enable us to realize Article 228 of our Constitution. In the past, the Office of the Controller of Budget and the Office of the Auditor-General were merged into one. The current Constitution enabled us to have these two offices. One is responsible for Budget and the other one is responsible for Audit. With this new Bill, we will have a fully-fledged Office of the Controller of Budget with the mandate to ensure effective ...

that we see – which is being revealed by an equally important constitutional office – might be minimized in future. This is why we have to ensure that this office becomes more proactive and tightens the fiscal management of our resources at all levels of government. Having said that, I fully support this Bill and hope that our President will assent to it. I also hope that Parliament, especially the National Assembly, will appropriate enough resources to this office so that it is able to deliver on its constitutional mandate. Hon. Thank you, Hon. Speaker. I want to second the Senate amendments to the Climate Change Bill. Largely, the Senate agreed with the proposition of the National Assembly except for three key areas. Where we disagreed and did not concur is simply because of constitutional reasons or we really felt that we need to have further dialogue before we finalise this Bill.

The amendments from the Senate added value and we took them in very good spirit. For instance, they really felt that in establishing the National Council for Climate Change, the civil society should not have any role being represented in this Council. Globally, civil society is the main driver of climate change agenda. their role in terms of safeguarding and ensuring that the Climate Change Bill, once it becomes law is well enacted. We are one of the few countries in Africa, and maybe in the world to have this law. It is a very progressive law. We would really like to see to it that all the key players play a role in ensuring that this law sees the light of day and is well implemented. The final one is about the Constitution. We felt that when it comes to vetting of the Members or the people who work for State organs, that role lies with the National Assembly. The Senate does have a role in terms of vetting but it is purely stated that their role is only when it comes to issues of impeachment of the President or Deputy President. We felt that if we agree to that amendment by the Senate, we might actually violate the Constitution and that is why we need to have further dialogue with them so that they can ...
