That argument is misplaced and does not hold water because couples have a right to have children, to be like any of us, be in a position to have children and procreate like the rest of us. We have enough resources but we are selfish, we do not use them strategically to support the most marginalized in the community. If in Kenya we lose about Kshs 2billion every day through corruption, how can you argue that we do not have enough money available to assist the very vulnerable members of our society?

I still strongly believe we have enough resources to invest in this health care need for the most vulnerable members of our society. I have passion for this because many years back when I was in the university I had a friend who did not have a child. After many years I remember visiting the USA - which I do often - and I was told she had a problem. After using ART, today she has two beautiful girls in senior high school in the USA. Thank you, Hon. Temporary Deputy Speaker. I rise to support the Constitution of Kenya (Amendment) Bill, 2020. This is a constitutional moment. It is the first time the House is debating a Bill through a popular initiative. Everything considered, this is a good Bill that will enable our country to grow to greater heights. On national cohesion and inclusivity, this Bill tries to unite Kenyans to be a more inclusive society. We are a diverse society and we should celebrate it and enable further inclusion. We still recall the post-election violence of 2007/2008 when we almost lost Kenya. In 2008, the 10th Parliament that I was a Member, amended the Constitution and enabled the National Accord to become a reality. I am not. The new allocation will further strengthen devolution and ensure good governance in our counties. I have a serious problem with the issue of the capping principle, which reads: “The average amount of money allocated per person to a county with the highest allocation does not exceed three times the average amount per person allocated to a county with the lowest allocation” Hon.
