Hon. Temporary Deputy Speaker, Sir, I particularly look at Section 114, where the Commissioner will form a committee which will have an advisory role. In this advisory role, one is given a chance to be treated equally. Reading between the lines, the offender is given a chance to accept his offences and pay taxes and this will reduce a lot of litigations which have made the Government of Kenya lose a lot of money. The deposit protection fund bond actually gives people security for their money. It reduces the risks and encourages investments and savings in our country.
