Recently, we debated a Motion that proposed having a one-off registration number. When you are born, you should obtain a number, which will later be on your school leaving certificates, at Standard Eight and Form Four levels. It goes on to be your degree certificate number and your Personal Identification Number (PIN). It can go on to be anything else. We can follow up on this. The Government has intervention and some equipment has been taken to some county hospitals. However, equipment alone can take us nowhere. We need trained medical personnel to use the equipment for the equipment to assist us. If a preventive mechanism is put in place, we can probably minimise the risk of getting cancer and the suffering that comes with it.

I also take into consideration the cost involved because I have seen it practically. Sometimes it costs over Ksh1 million to aid a cancer patient. If you consider that about 80,000 people seek financial assistance for cancer treatment each year, you will realise that we are losing a lot of money as an economy. Once it is done, the Government should try to give incentives to private investors both local and international to invest even in small towns in our communities. With that, they can transfer technology to our people, so that the cost of training becomes lower. Technology transfer is something that we need to think about as a country. Leaving it the way it is, even if further changes come to the law, it is well enclosed. So, I support. This Act was repealed. Thank you very much. I looked at this and found that it is going to get to the grassroots; community afforestation programme and expansion and extension of such programmes. I support this and Clause 26(3) where the Cabinet Secretary shall make rules for the management of the Trust Fund. That is a very strong point.
