I am the one who raised this matter during the Committee’s proceedings because I felt that we had failed in representing those people. During a sitting of the Committee with the Controller of Budget and Cabinet Secretary for the National Treasury it was said clearly that they had the money and that they were willing to pay. However, the Attorney-General, who rarely attends the meetings and instead sends his juniors, made sure that the retired teachers were not paid. We are one of the arms of the Government. Temporary Deputy Speaker, the current Executive obeyed the Supreme Court when the Opposition contested the validity of the current president’s election at the Supreme Court, where election results were upheld. Regarding this matter, the Supreme Court had ruled that the retired teachers should be paid. Just like they obeyed the Supreme Court on the presidential election results contest case that was filed at the Supreme Court by the CORD, the Executive should obey the same Supreme Court and pay the retired teachers without further delay.   • 30 Apr 2015 in National Assembly: youth, and everybody else. All of us, including the Executive, should be our brothers’ keeper. I know that one day I will be out of this House. I hope it will not be in 2017; I want it to be beyond 2017. The moment I retire, I would not want the Parliamentary Service Commission (PSC) or anybody else to hold my pension. If such a thing were to happen, I would feel the same pain as the retired teachers. Therefore, I second the Motion and urge this House to unanimously support it and ensure that the Executive implements it. view

  • 23 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I stand to support the Report of PIC. Privatization in this country has really failed us. The reason it has failed is the teaming up and raiding culture in our country. Anytime there is a Government project in this country, people team up, organize, and strategize in order to raid the country. Telkom Kenya is a very good case study. We should not put this Report in the archives; rather, we should use this case for future protection of our strategic assets.   • 23 Apr 2015 in National Assembly: In the past, Government information was secured in order to enable people to raid our Government. I look at the so called Alcazar Capital, the role it played and how it exited. I think there is still room for action because Kenya is a partner with so many other countries in and outside Africa. Kenya has the capacity to follow up such people. We even work with the Interpol. Such people should be followed and, if possible, recovery measures taken against them. view

Foreigners will come, hide in our pockets, raid this country and disappear. Therefore, it is a high time organizations which do such things were followed in a bid to recover our assets. All the he assets of Telkom Kenya are known. The inventory and other registers exist. It is high time such registers were made public.   • 23 Apr 2015 in National Assembly: Assets like cars, land and buildings are abused by the Government. If this Parliament can come up with a law and regulation, through these we amend our Public Finance Management(PFM) Act and have provisions that we can to safeguard our assets. The payments that were made need to be reviewed, because this was the time when we were paying people who did not exist and dummy companies that were formed to siphon out out money.
