If we can have chaplains in schools, they can help the teachers and parents to come together. I tell the people of Juja that we have three pillars of education. We have the parents, students and teachers. If we add the chaplains, we will have four pillars. This will make a big difference in this country with regard to the trouble we are now having of students burning schools. To avoid this happening, we should have Christian and Muslim chaplains in the learning institutions.

Thank you, Hon. Speaker. I also support this Petition about the borrowing from the national Government and the county governments. We have seen of late that when the borrowing comes from the national Government, at least, there is a way of paying. But in the county governments, I have seen many of them now borrowing even from overseas. The concern is: After the governor who is now in place leaves office, I do not know whether they have ways of repaying those loans. schools, sometimes we even write letters to head teachers telling them that we are going to give the needy students bursaries but you find them still sending students home. In the areas I represent, some parents are working in coffee farms, some in tea plantations while some are jobless. So, head teachers sit down with parents and agree on funds that the students are supposed to pay but then parents are unable to raise the fees. About three weeks ago, I called the I-GP to report to him the death of some people in Juja Constituency. I have a record of six people who were shot dead. I called him at night to inform him that security in Juja Constituency is wanting. I come from Kiambu County and I am supporting Hon. Ichung’wah. Hon. Kimani Ichung’wah is somebody that Kiambu County is looking up to. Definitely, he is a young man who is vocal and fearless. The late George Muchai spoke in this House, although not on record, while we were having tea and lunch and said that his life was in danger. Now, we have heard Hon. Ichung’wah saying the same. Hon.
