Hon. Temporary Deputy Chairman, I have the Floor; so, let me finalise. I started by saying that I oppose the amendment. It is our duty to make laws. If the President brings back very many amendments and this House, by the majority, passes them, later on we will find ourselves in a very awkward position.

Hon. Temporary Deputy Chairman, these independent offices should be given the independence that they are given in the Constitution. These amendments are trying to limit the powers of the Auditor-General. We do not want Clause 16(1) to be inserted, because it is like the Auditor-General will not be independent. He will be controlled by a certain power.

Thank you, Hon. Speaker for giving me this chance to contribute to this very important Motion. Vetting is a very serious exercise. Ambassador Juma is very qualified and she was approved. Dr. Juma holds a PhD from the University of Oxford and a Certificate in Refugee Studies from the same university. Even when the Chairman of the Committee was contributing, he said that Dr. Juma was very qualified. She had all the papers. She had everything it takes to do a good job.

Let us not turn this House into a kangaroo court. We should be seen as honourable House where the rule of law and belief in our Standing Orders carries the day. If the Vetting Committee saw that she was fit to serve, can we break the law because of non-issues? If the qualifications are anchored in law, why should we take--- We have to consider that Dr. Juma has worked in the United Nations (UN) and the African Union (AU), taught at Moi University, worked in the National Defence and done so much for this country. Thank you hon. Speaker for giving me this chance. As I second this Motion, I wanted to do a correction. I have heard the names of Hon. Kalonzo Musyoka, Hon. Martha Karua and others in the Opposition being touted to join the Cabinet or taking appointments in the Government. I do not know whether it is right, but it is a surprise to me. We met Hon. Thank you, hon. Speaker. I stand to support this Motion. At the outset, I am happy that Government activities both at the county and National levels will not go on because the standoff is over. I support what my colleagues who have spoken before me said that those people who caused this suffering should pay for it. When there is a delay, many things come to a standstill. I must thank Hon. (Rev.) Mutava Musyimi for listening to us and consulting the Departmental Committee Chairs since last week so that we reach a conclusion.

If this country is to develop faster and realize a double digit growth, we have to invest more money in agriculture. Through the Budget and Appropriations Committee what we appropriate is what is passed. I request that in the next Budget, the Budget and Appropriations Committee put more money in agriculture. They have done well to put so much money in transport, infrastructural development and in many other sectors to spur economic growth.
