Hon. Speaker, those Kenyans served Kenyans faithfully and they gave their best to make this country what it is today, as was seen and evidenced during Dr. Njoroge Mungai’s tributes that were paid by the current President, the former Prime Minister and other leaders.

Hon. Speaker, I would also want to say that this House should protect the retired Members of the National Assembly. About their welfare, we have seen many come to this National Assembly and very many of them are in a poor state. Since those Members are called honourable because of the work they did, I think we should legislate and enact laws that will protect their welfare, so that we can recognize the sacrifice they made for this country.

I also want to send my condolences to the people of Mandera and mostly Northern Kenya who have suffered for a long time and those who have lost their loved ones in Lamu, Mpeketoni and other places, due to insecurity, terrorism and thuggery. Just explain to Kenyans because it is a constitutional right so that they can understand and support it because it is better for this country. They remembered me and brought me back to the National Assembly. Before that, I had been used to a good life because I was a Cabinet Minister. But now, when you are such a senior person and you are not an assistant Minister or a Member of Parliament; you drop from glory to grass! Thank you, hon. Temporary Deputy Speaker. I thank hon. Diriye for tabling this very important Motion; it has come at the right time. Kenyan Somali have every right like, any other tribe in this country, to get national identification cards (IDs). They have been marginalized, victimized and denied their rights. They should never be denied their rights. They have every right, like any other Kenyan.

The matters raised by this Motion are clearly covered by Chapter Three of the Constitution; it speaks about citizenship. The most important constitutional provision is found under Article 53 of the Constitution. Article 53(1)(a) says:- “Every child has the right to a name and nationality from birth.” This Article is reinforced by the UN Convention on the rights of the child dated 30th November, 1989. Kenya is a signatory to Articles 7 and 8 of the Convention.
