We should not keep borrowing or live on borrowed money. We should generate our own resources, instead of borrowing to undertake major projects. My time is up, and it is unfortunate. I hope the Jubilee Government will do better next year, but this time they have fallen flat.

Thank you, hon. Speaker. I just want to support this Supplementary Appropriation Bill, 2014 but as I do so, I want to raise some few issues. Although the Committee has done a commendable job and we congratulate it for that, there has been some reduction in the allocation to irrigation and the Jubilee’s promise was that they will irrigate one million acres. Any country that does not have food security and that does not take it seriously will be a beggar country or a banana republic. I think more money should have been allocated to irrigation so that we have food security in this country. Hon. Speaker, however I am happy that there was an increase in the CDF allocation. Thank you very much, hon. Temporary Deputy Speaker, for giving me this opportunity to contribute and support this Motion. Having listened to the Chairman of the Public Accounts Committee (PAC) and the Chairman of the Departmental Committee on Budget and Appropriations, the would- be president, hon. Mutava Musyimi- He was shy to be the president, though we wanted to give him the post. I am very convinced that there are certain things that are very wrong in this country and they need to be fixed in order to move this economy forward. I will not take a lot of time talking about the recommendations of the Budget and Appropriations Committee and the very good highlights talked about. They have done a good job, but I want to talk about areas to be tackled. We know there is global economic slowdown where we normally get business from, like Europe, where we get tourists from and where we export our flowers to; the economies have slowed down. Consequently that has affected Kenya’s economy, but because we want to grow this economy so that everybody gets a cake, including our children, we need to do ...

Hon. Temporary Deputy Speaker, I have just come from Kitui, and I was confronted by two very senior citizens who have served this country very well. One man who is a trader at Katutu Shopping Centre called Vamba Mbuti, and another retired teacher from Matinyani called Nzambu asked me: “We took loans from the Agriculture Finance Corporation (AFC) and then there was drought. Whenever other people from Rift Valley, Central Province and other areas take loans and there is no harvest, we hear they are written off. Now our houses are being auctioned. Mheshimiwa Nyenze, can you do something in ...
