Mr. Speaker, Sir, there is a matter that I had discussed in the House. The matter had been committed to the Departmental Committee on Labour and Social Welfare. It was dealt with and, in fact, the Committee recommended that the people of Tetu who served in the Nyayo Tea Zones in the 1980s be paid. So far, nothing seems to be happening. Mr. Speaker, Sir, I rise to support this Bill and commend the Minister for doing a great job. At one stage, I remember asking him, “Who is the finance man? Is it the lawyer or is it me?” He wins because he is now behaving like a finance man. Mr. Speaker, Sir, there are areas where the Minister could have provided better than he has. Mr. Speaker, Sir, I rise to support this Motion. Before supporting I wonder whether it is not possible to get a formula for increment on annual basis to cater for inflation, not just for the President but also for other officers instead of every time having to reward or bring a matter to the House to authorize increment. Is it possible to have a formula built into this Motion? Otherwise, I beg to support.

Mr. Deputy Speaker, Sir, I rise to support this Motion basically because in the past, I have had reasons to complain that our reward system is either lopsided or non-existent. We have not been able to acknowledge and appreciate a job well done by our officers, politicians and leaders. This morning, we passed a Bill where we were talking about a reward system, that is, the national award system. We were talking about people who merit the awards. Mr. Temporary Deputy Speaker, Sir, I rise to support this Motion and wish Mr. David Kimaiyo well. I wish to tell him that he is assuming this office during a very difficult time. We keep on saying that the police force must reform or be reformed, but my question is whether it is the police that should reform or the Kenyan public. I say the Kenyan public because we have laws that many of us do not care or mind about.

So, it is important that we reform in a two way and that the Kenya public changes their attitude towards the police. The police are human beings. They are our brothers and sisters. As we vote for their money here, let us remember their accommodation and transport. Those of us who have been to police stations would admit that they live in really appalling situations and these are the very people you want to get out at night and early in the morning to protect you and your property. Mr. Temporary Deputy Speaker, Sir, I beg to support this Bill. All of us have witnessed the role of the CDF in rural Kenya. There is a bit of disconnect that we have moved, as the CDF, faster than the line Ministries. I cite the cases of health and education. We have built health centers and dispensaries, but there are no nurses, doctors or equipment.
