  • 10 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I want to confirm that notices to abate nuisance have already been served. We are also looking for one landlord who is very notorious on that aspect. We are doing what is necessary and possible to arrest the situation. view
  • 27 Mar 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity. The Speech by His Excellency the President was up to the point and I support it. His Excellency the President exuded a lot of confidence in his Speech. I would like to highlight a number of pertinent issues that were mentioned in the Speech, and which need to be applauded. Mr. Temporary Deputy Speaker, Sir, the fact that we will bring the Political Parties Bill in this House is a very important step as far as democracy is concerned. The issue of political parties and how they will ... view
  • 5 Dec 2006 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) I am aware that a task force was formed in November 2004 up to April 2005 by the Provincial Commissioner, Central Province, to re-settle squatters residing at Maranjau Settlement Scheme. However, it is not true that Kshs9,504,000 was collected. The total amount collected was Kshs3,024,100 as follows: Verification of documents, Kshs862; Allocation fee, Kshs84,900, Survey fees, Kshs1,360,200 leading to a total of Kshs3,024,100. Not all the squatters appeared before the task force for verification; only 862 did appear. However, not all those who appeared paid the required amount due to poverty levels ... view
  • 5 Dec 2006 in National Assembly: Mr. Speaker, Sir, we are looking at the Local Government Act, Cap.265 and we intend to close all loopholes therein. I want to assure the hon. Member of Parliament that the December 5, 2006 PARLIAMENTARY DEBATES 4117 Ministry will seriously look into that and do the needful. On the issue of the malpractices in the councils, I think this is a question of instilling discipline in the councillors and senior officers. As a Ministry, we shall continue to do oversight duties in the councils and we shall not allow any malpractices regarding financial or otherwise with regard to our councils ... view
  • 5 Dec 2006 in National Assembly: Mr. Speaker, Sir, I said earlier that there is a Case No.711 which is still pending in court and in that regard it is sub judice . However, in terms of the administration of the council, I want to assure the hon. Member of Parliament that the Ministry is yet to receive the report of the investigating officer. Once we receive this report, we will take action if there are any malpractices in that council. I also want to assure the hon. Member of Parliament that the Ministry will be visiting Maragua very soon and I would appreciate if he ... view
  • 30 Nov 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also want to add my voice to congratulations for the Minister for his amendments to the Insurance (Amendment) Bill. The insurance industry is a financial subsector. I want to ask that the Commissioner of Insurance does regular managerial inspections of all insurance companies, so that in future we do not have them going under. Kenyans have invested a lot of money in this industry. view
  • 29 Nov 2006 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. You have heard the hon. Member say that Mr. Michuki was blabla bla while Mr. Michuki is fairly awake. Could he withdraw those remarks? That is not in order. view
  • 23 Nov 2006 in National Assembly: Thank you, Mr. Deputy November 23, 2006 PARLIAMENTARY DEBATES 3927 Speaker, Sir, for giving me the opportunity to contribute to this very important Bill. It is also important that I am, for the first time, speaking from the Dispatch Box. I thank the President for this appointment. view
  • 23 Nov 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this is an important Bill, particularly because it is geared towards codifying matters relating to nutritionists and dieticians. It is important to ensure that our professionals have legislations to guide their profession. This Bill goes towards achieving that objective. I would like to thank Dr. Ojiambo for the work she has done in putting together the Bill. view
  • 23 Nov 2006 in National Assembly: While speaking about nutrition, we must appreciate that it is a very important subject. A healthy nation is an important nation. Health is important to this country more than anything else. I remember reading Mr. Matiba's Time for Change . In that book, Mr. Matiba underscores the need for us to look into health as a very important aspect in our lives. While I agree with Dr. Ojiambo with regard to the provisions of this Bill, I think nutritionists and dieticians should come together and regulate their own profession. This Bill seeks to create a board and an institute. I ... view
