We installed a very high mast in Kibera the other day with Mr. Raila in conjunction with the Adopt-A-Light Company. Mr. Temporary Deputy Speaker, Sir, we cannot do that, but we are very sensitive to insecurity in our urban areas. My Ministry, in conjunction with the Provincial Administration, will do what it takes to alleviate insecurity in some of these areas. Mr. Temporary Deputy Speaker, Sir, however, I would also like to request property owners to ensure that their property frontages are well lit. If all plots in all our towns were lit by their owners, then there would be no darkness in the streets.

(b) I wish to confirm that she will be paid at the end of this month, July, 2007. She is advised to collect her cheque from the Clerk, Nyamira Town Council, Cheque No.00881, amounting to Kshs104,905.

Mr. Speaker, Sir, Mrs. Mary Kemoni left employment voluntarily in 1998. She was initially paid Kshs58,604. She was further paid Kshs19,797. The balance is Kshs104,000. The photocopy of the cheque is here and I wish to table it.

Mr. Speaker, Sir, I believe the hon. Member could not hear me well because there was a lot of loud consultations. Nyamira Town Council has put into its budget Kshs1.5 million to cater for cases like this one of Mrs. Mary Kemoni. We are also telling our councils to ensure that staff emoluments, particularly retirement benefits, are paid in time. This instruction is already in force.

Mr. Temporary Deputy Speaker, Sir, I beg to reply. (a) The Ministry is partially aware of the details in part "a" of the Question. The Kisumu Municipal Council conducted a staff head count between 12th and 22nd April, 2005, whose findings were presented to the council on 25th May, 2005. The findings revealed that some of the members of staff had letters of appointment with scant signatures. Others had false signatures which were disowned by the previous town clerks of the Kisumu Municipal Council, who were purported to have signed them. Mr. Temporary Deputy Speaker, Sir, I will have to peruse that letter pertaining to Mr. James Lagat. But we are aware that two of the members of staff appealed to the Permanent Secretary, Ministry of Local Government and they were reinstated. So, I am not sure whether Mr. James Lagat is one of those who were reinstated. But I can confirm that two of those who appealed were reinstated on 2nd February, 2007.

But I wish to confirm that two of the members of staff were reinstated on 2nd February, 2007. But I will have to check the list to find out whether Mr. James Lagat was on that list.
