21 Jun 2022 in Senate:
Mr. Speaker, Sir, I really want to thank you for this opportunity and state that it is a very emotional moment for me. It is emotional because this place has been my work place for the last 27 years. For the last 27 years I have known nothing else other than coming to this place to serve the people of Hamisi Consistency as their Member of Parliament and later on the people of Vihiga County as their Senator. Even, though Sen. Mutula Kilonzo Jnr. says that we should not be saying goodbye that we will be serving from the other ...

21 Jun 2022 in Senate:
Mr. Speaker, Sir, I assure the Members who will be elected into the next Parliament that when they come, their offices will be fully operational and ready for occupation. They will enjoy the comfort of serving in the new tower. Under my watch, we have been able to do the Integrated Security Management System for Parliament. You can imagine the House of Parliament did not have even CCTVs. We initiated that project and it is on course. Very soon, it is going to be launched. I will not finish my speech without thanking you, Mr. Speaker, Sir and your Deputy, ...

Thank you, Madam Deputy Speaker, for the opportunity. I take this opportunity to join you on behalf of my family and the people of Vihiga County, who I represent in this august House, to convey my heartfelt condolences to the family of our departed colleague, Mr. William Kamoti, the people of Rabai who elected him to the National Assembly and the people of Kilifi, the county where he came from. I knew Hon. Kamoti when he was elected to the National Assembly in 2013. I fully agree with you that this was a very humble, quiet, non-controversial gentleman who was ...

7 Jun 2022 in Senate:
Madam Deputy Speaker, let me begin by assuring the Senator for Homa Bay that this is not deliberate and there is absolutely no mischief. Let me answer the questions raised. The first one was the committee that the report will be committed to. Once a report is tabled in the Senate, it becomes

the property of this House. I want to believe that this particular report will go to the Committee on Justice, Legal Affairs and Human Rights. Madam Deputy Speaker, in terms the Parliamentary Service Commission (PSC) budget, I want to assure Sen. M. Kajwang’ and the Senator for Nandi that our budget is audited annually by the Public Accounts Committee (PAC) of the National Assembly. We also present it at the beginning of every financial year to the Budget and Appropriations Committee of the National Assembly. So, there is no mischief whatsoever. The delay is understandable. Sen. M. Kajwang', I questioned ...

7 Jun 2022 in Senate:
Yes, of course, Madam Deputy Speaker, they looked at all the three. As I said, the ideal situation is that, a report is presented at the end of every financial year but that did not happen. Going forward, this should be the norm. We will talk to our secretariat to ensure that this is done annually.

19 May 2022 in Senate:
Mr. Speaker, Sir, I thank you for the opportunity. I rise to join you in welcoming our visitors from China and the students from Acacia Senior School. Yesterday, we had a delegation from the United States of America and so that I do not sound like I am apologetic for Parliament, but it is important to let the visitors know because the Senate is looking very empty; the seats are empty. This is not very usual. We are in an electioneering period and most Members are out of town trying to defend their seats and others trying to become governors. ...

I thank you, Mr. Temporary Speaker, Sir. Allow me to join you in welcoming our visitors from the United States of America. I am a product of the USA education system. I went to school in New Jersey. I have also had a chance to attend the Senate and House of Congress in Capitol Hill, Washington D.C. Welcome to Kenya, and I wish you a fruitful stay. I see so many empty seats. I assure you that it is not always like this. We are in an electioneering period. Therefore, Members are busy in their constituencies seeking re- election. Otherwise, ...
