  • 25 Nov 2015 in Senate: Mr. Speaker, Sir, I apologise to the Chair and the House for coming in late. I know two of the statements to be issued were sought by me. I am aware that you have directed that one of the statements be issued next week on Tuesday and I am glad about that. However, there is the first one, which I listened to you on radio saying that you will come back to it; that is, Statement (A). NON-PAYMENT OF SEPTEMBER SALARIES TO TEACHERS view
  • 25 Nov 2015 in Senate: Mr. Speaker, Sir, I oblige. However, you ordered that the Chairperson must avail himself and deliver the statement, because of the urgency of the matter to do with teachers’ salaries. I guess we have no choice, but to wait for Tuesday, next week, so that we can prosecute the Statement. Thank you. view
  • 25 Nov 2015 in Senate: On a point of order, Mr. Speaker, Sir. I know I walked in late, but I was following the proceedings on radio. I listened very carefully to your ruling, where you said that Parliament is part of the Government. Is the Senate Minority Leader, my elder brother Sen. Wetangula, in order to go against your own ruling? view
  • 24 Nov 2015 in Senate: On a point of order, Mr. Speaker, Sir. I want to bring to your attention that the Senator for Kakamega County, my brother Sen. (Dr.) Khalwale is out of order because provisions of Standing Order No.40(6) are very clear on how a Message is treated in this House. It gives three options on how to dispose of a Message. • 24 Nov 2015 in Senate: Mr. Speaker, Sir, I must express my deepest disappointment with the way the Jubilee administration and Cabinet Secretaries are treating matters emanating from this House of Parliament. You will agree with me that the issue of teachers and the strike was a matter of national importance. In the old dispensation, we used to call these Questions by Private Notice where answers were expected within 48 hours. It is now four weeks since I raised this matter and we are being told that the Cabinet Secretary has been away and that is why this House has not been provided with answers ... view
  • 24 Nov 2015 in Senate: Mr. Speaker, Sir, I will be at your mercy. This Statement has been in the Order Paper for about seven weeks now and it has been five weeks since we buried the young man in question. The family and country has been waiting to know the circumstances under which he lost his life. This Statement was supposed to have been issued by the Chairperson of the Committee on Health, but you ordered – because of the weight of the matter – that the Senate Majority Leader takes the responsibility to issue the Statement. You even reiterated last week that it ... view
  • 18 Nov 2015 in Senate: Mr. Speaker, Sir, I am not requesting for a new statement. Just like yesterday, I rise to make a follow up to a statement that I sought sometimes back. At first, the statement was directed to the Committee on Health. However, the Chair ruled that the Senate Deputy Majority Leader to answer the statement. He gave a commitment to answer it in a week’s time. It has now been three weeks and we have not received it. This statement was with regard to the circumstances leading to the death of one, Alex Madaga of Vihiga County, who was buried about ... view
  • 18 Nov 2015 in Senate: Mr. Speaker, Sir, indeed, he came up with a statement, but it did not address all the issues that I had raised. I had a discussion with him and that is why he asked for a week. view
  • 18 Nov 2015 in Senate: Mr. Speaker, Sir, the issue of Kakamega-Webuye Road is thorny in our region. The contractors have over-stalled. This is the only project that is ongoing in that part of the country, and it was started by the Kibaki Administration. There is no one project that has been started by the Jubilee Government in our area. Can the Chairperson confirm that this is part of their wider scheme by the Jubilee Government to frustrate the people of western Kenya for the reason that they do not have support from that part of the country? view
  • 17 Nov 2015 in Senate: Mr. Speaker, Sir, I am not responding to any Statement, neither am I asking for a new Statement but I just want to make an inquiry of Statements that I had asked earlier. I do not know if this is the right time or after the delivery of Statements that are ready. view
