Mr. Deputy Speaker, Sir, I want to thank the Senator for Kajiado County for raising this issue. Besides the issue of substandard services and cases of no signals in some parts of the country, there is also the issue that Sen. (Dr.) Machage has alluded to. These are the exorbitant rates that are charged by these mobile service providers, particularly, Safaricom. I guess they do this because of the monopoly that they enjoy. What action is the Ministry taking to ensure that calling charges are within reach to the general populace of Kenya?

Mr. Speaker, Sir, although the Statement is directed to my Committee, you notice that it is cross-cutting. The Senator wants to know some issues about the road network and about the control of hippos by the KWS. It is a cross-cutting Statement and we will need to consult other Ministries which are not under our purview. We will therefore ask for four weeks to come up with a comprehensive Statement.

Mr. Deputy Speaker, Sir, the relevant Standing Order that you are referring to; which is Standing Order No. 24(6) states: “A Senator may give a notice of Motion, that “The Thanks of the Senate be recorded for the exposition of public policy contained in the Address of the President” but debate on the Address shall not exceed three sitting days.” This indicates that it is not mandatory. In my opinion, this matter has been overtaken by events and it is not mandatory that we discuss it.

Mr. Deputy Speaker, Sir, I did not research on this. I stand guided by you but I strongly believe that it does not change my believe that we are not adding any value. I wanted to you to find that it is not necessary and that it is not proper use of our time. However, if you so rule, then so be it.
