Kilonzo, through which he is essentially seeking to be granted permission to introduce to this House a Bill to amend the Kenya Communications Commission Act of 1998, so that there is a provision for all mobile subscribers to register with the providers. On a point of order, Madam Temporary Deputy Speaker. When this Motion was moved on 14th May, 2008, I remember Mr. Muthama contributing to it. Our Standing Orders do not allow an hon. Member to contribute twice to the same Motion. Being a Deputy Whip, he should know that.

(a) Under what circumstances was Mr. Wilson Isumba gunned down on Saturday, 6th October, 2007, at Hamisi District Headquarters? (b) How many suspects have been apprehended in connection with the incident? (c) Could the Minister assure the House that proper investigations will be conducted to ensure that the perpetrators of the killing are brought to book?

On a point of order, Mr. Speaker, Sir. This Question first came to the Floor of this House on Thursday last week. The Minister requested that it be deferred to Tuesday. We all know the practice in this House is that Questions by Private Notice are supposed to be answered within 48 hours.
