The biggest gainer for me is the increase of funds that go to the counties. We are making it official that the funds that will go to the counties are 35 per cent and not 15 per cent of the total revenue. As I have said before, one of the biggest gains in the Constitution of Kenya 2010 is devolution. That is the inclusion that took care of the common mwanachi.
