Mr. Speaker, Sir, I had the privilege of serving with the late Oduya Oprong‘ in the Seventh Parliament. When I came to Parliament, he had just been shot and he was recovering from that although he still had the bullet lodged in his head. He was a true patriot, a humble and friendly man. He struggled to continue serving his people through the difficulties that he had with the bullet lodged in his head. My only complaint is that I have been reading so much about him. He has been suffering without any medicare from the Government that he served dutifully earning a meager pension of less than Kshs10,000. In this era and age, living on a pension that is less than Kshs10,000 is unimaginable. It is unfortunate that we only do this when such occurrences happen. We should take care of our heroes; these are people who fought for this country and the freedom that we are enjoying now.. We must make sure that they live in some comfort for the services they ...

Mr. Speaker, Sir, I appreciate that we amended the Standing Orders and that statements stand directed to the relevant committees. However, the practice has always been that a chairperson gives an indication, so that we know when to expect the responses and hold them to account. Otherwise, if we just leave it open-ended, we will wait forever. So, it will be good for various chairpersons to indicate how much time they require to give those statements.

Mr. Speaker, Sir, I stand to make comments and support the Statement that has been delivered by my neighbour, Sen. Cherargei of Nandi County. Let me state that what happened to these three leaders is a serious assault on the fundamental rights that are provided for in the Constitution; that is the right to freedom. I was disturbed. I went to visit Sen. Malalah in his cell in Kisumu. He was detained for two nights and released without being charged. This is a serious abuse of the Constitution. This House must make a very strong pronunciation on this matter. You can imagine if this is happening to elected leaders, then what do the general wananchi go through in the hands of the police? Article 202 of the Constitution provides for equitable share of revenue between the national Government and county governments. Looking at this particular formula that is being used, we cannot call this equitable. We will oppose this vehemently to ensure that the reduction of Kshs9 billion does not go through.
