Mr. Speaker, Sir, I plead with you that even before we amend our Standing Orders, to give provision for timelines for statements to be worked on, to use your discretion under Standing Order No.1. Whenever we commit Statements to a Committee, give them a limit of time within which they should report back to this House and the person who requested the statement. Otherwise, the long-term solution would be to amend our Standing Orders and put a timeframe for statements to be reported back to the House.

Thank you, Madam Deputy Speaker, for the opportunity. Let me at the very outset thank the petitioners and give them comfort and assurance that their Petition is in the right place. This is the House that will look into it and ensure justice is done. Early Childhood Development Education (ECDE) is a devolved function. It is the beginning point of education for children. I have exactly the same case in my own county and many other counties. There should not be a disparity in the remuneration of these teachers. Recently, as the Senate, we passed the ECDE Bill. I do not know if it has taken effect. It is now an Act having been assented to by the President. I am informed by Sen. (Dr.) Zani that even with the Act in place, this issue will not be resolved until there is a proper scheme of service supposed to be developed by the Council of Governors (COG).
