  • 29 Nov 2017 in Senate: Mr. Speaker, Sir, I beg to give notice of the following Motion: AWARE THAT the National Council for Persons with Disabilities was established through the Persons with Disabilities Act, 2003; FURTHER AWARE THAT registration of persons living with disabilities is a function of the National Council for Persons with Disabilities; ALSO, AWARE THAT persons living with disabilities are estimated to be about10% of any given population; COGNISANT THAT for purposes of registration of persons living with disability is a mandatory requirement for one to undergo medical examination by a registered medical officer in a registered and certified health facility; AWARE ... view

  • 8 Nov 2017 in Senate: Leader of Minority side, Sen. Wetangula. We recognise him. For Sen. Murkomen’s information, we recognise Sen. Wetangula as our de facto leader. This House has rules and procedures. We have practices and traditions. We do not want to create a bad precedence this early. Sen. Murkomen, the Leader of Majority is creating a very bad impression that it is this side of the House that does not want monies to go to the counties. He is missing the point. I do not mind serving in that Committee. I am very passionate about the matter and that is why I raised ... view
  • 12 Oct 2017 in Senate: Thank you, Mr. Speaker, Sir. I rise to protest at the response given by the Senate Majority Leader. I do not think he is taking this matter with the seriousness that it deserves. We are talking about disbursement of funds to the counties. We all know the provisions of the law. We all know that the senate is supposed to be the guardian of counties. The central Government has in the last four months failed to disburse funds to county governments. I think the last disbursements were done in July before we went for view
  • 10 Oct 2017 in Senate: Mr. Speaker, Sir, I thank you. I rise pursuant to Standing Order No. 46 (2)(b). The Statement would ordinarily have been sought from the Chairperson of the Committee on Finance, Commerce and Budget. Mr. Speaker, Sir, I want to deliberately direct this request to the Senate Majority Leader because I know that the Committees have not been fully constituted. Pursuant to provisions of Standing Order No. 46 (2) (b), I rise to seek a Statement from the Senate Majority Leader in relation to the status of disbursement of funds to county governments for the Financial Year 2017/2018. The Division of ... view
  • 10 Oct 2017 in Senate: Mr. Speaker, Sir, I think the House and the hon. Senator should appreciate the urgency of this matter; counties are coming to a halt. I am sure that these answers are there; it is not something that will be researched on. The hon. Senator will do this House a lot of good if this Statement can be responded to this week. We do not need two weeks to research on this. Honestly, I am sure that the answers are there. view
  • 10 Oct 2017 in Senate: Thank you, Mr. Speaker, Sir. I rise, pursuant to Standing Order No. 46 (2) (a), to make a Statement that I should have made two weeks ago. Unfortunately, I was unable to make it before we broke for recess and, secondly, I was bereaved and I had to travel to Vihiga County. view
  • 15 Jun 2017 in Senate: Mr. Speaker, Sir, I am looking at the Supplementary Order Paper. view
