  • 19 Nov 2013 in National Assembly: I want to get guidance from the Chair. I quite agree and I understand the importance of the amendment that he is proposing. However, when the amendments were first moved by the Chairman, you put the Question. Thereafter, you put the Question on the entire Regulation 16 and it was carried. How will he take a ride on a vehicle that has already passed? view
  • 13 Nov 2013 in National Assembly: Hon. Deputy Speaker, both the Chairperson and the Vice- Chairperson are not in the House. The importance of that question cannot be underscored. It involves a number of inquiries to be made. I will request the Member to give the Committee utmost three weeks to come up with a reply. view
  • 12 Nov 2013 in National Assembly: Yes, hon. Deputy Speaker. I have listened to the question as put. Both the Chair and Vice-Chair of the Committee are out of the country. I am a member of that Committee, and I will request the indulgence of the Member for two weeks, so that we can give room to both the Chair and the Vice-chair to come back and a response will be given. view
  • 22 Oct 2013 in National Assembly: Thank you, hon. Speaker for allowing me to contribute to this discussion and particularly before you make a ruling on the same. A lot of what I wanted to say has been said by hon. Jamleck Kamau particularly when he made reference to Standing Order No.2 on interpretation with regard to the term “Member”. However much as I agree with hon. Kamau and the immediate speaker who has spoken to this issue, I wish to invite your attention to Standing Order No.89(1) which speaks to the issue of matters sub judice or secret. This Standing Order provides that: “Subject to ... view
  • 22 Oct 2013 in National Assembly: before the House or a Committee.” In this regard, I do not share the views that Standing Order No.86 requires amendment because Standing Order No.89(5) thereof opens the door for any Member to seek the leave of the Speaker to speak to any matter before this House or before a Committee of the House. So, I take the position that Standing Order No.86 refers to any Member of this House but any Member at the same time under Standing Order No.89(5), is free to seek the leave of the Speaker to address or to make reference to any matter before ... view
  • 17 Oct 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, I rise in support of this Bill. I would like to observe that it seeks to bring sanity during the subsistence of marriage and gives proper direction as what would happen in the unfortunate event that a marriage comes to an end. However, even as much as I would like to support it, I would like to make an observation that it is silent on some aspects of marriage that are critically important and need to be addressed by the Bill. This Bill assumes that all is well while both spouses are alive. It does ... view
  • 17 Oct 2013 in National Assembly: right of inheritance of their father’s property. I would like to observe that this Bill is completely silent in very delicate situations such as the one I have given an example of, which I believe should rightly be factored into the Bill. As much as the Bill has come to the Floor of the House, there is need to re- examine some of its clauses, so that it can address situations beyond two spouces who are living together in marriage and address situations like where one spouse passes on. view
  • 17 Oct 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, I would like to thank the Member for observing that the Mover of the Bill was not quite attentive to my contribution. I am glad also to note that the Mover of the Bill was consulting over the same matters that I had privately raised with him earlier on. This area is very critical and important and ought to be provided for in this Bill before it is finally enacted into law. I would urge the Mover to consider bringing in amendments factoring in situations such as the one that I have described and any ... view
  • 9 Oct 2013 in National Assembly: On a point of order, hon. Deputy Speaker. The Leader of Majority Party has been asked to make his quotation in Yen by hon. Odhiambo-Mabona. view
  • 9 Oct 2013 in National Assembly: Yen! My ears do not cheat me. Yen is not the Chinese currency; it is Yuan. view
