  • 16 Mar 2016 in National Assembly: Hon. Temporary Deputy Chairlady, I do not know whether I am the only one who is finding it difficult to understand but the amendment is to delete “national, provisional, county”, and substituting thereof with “public, provisional”. Are we retaining the word “provisional”? view
  • 15 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. The survey my colleague keeps referring to was concluded in 2009 subsequent to the constant conflicts in 2008/2009. It is clear from that survey that the nearest point of Migingo to the border is 510 metres. The entire Migingo Island is in Kenya. Article 241(3)(a) of the Constitution, gives the KDF the first responsibility of defending territorial integrity of the Republic of Kenya. For this House to be discussing this matter means that the KDF has failed in ensuring territorial integrity of the Republic of Kenya. There is no business for Kenya, an economy ... view
  • 15 Mar 2016 in National Assembly: We cannot beg Uganda for our own safety. Uganda is disturbing the Karamojong, Turkana at Suam, Mt. Elgon, Busia and Migingo. How can one small country be disturbing Kenya all over as if we do not have a Defence Force? This House cannot continue discussing the issue of Migingo Island. In my view, the issue of people from that region getting armed to protect themselves is neither here nor there. The Government has a duty to protect the people because we are citizens who have obligations and rights which include protection from aggressors across the border. This House must give ... view
  • 10 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I want to refer to what Hon. Jude Njomo said when he was moving this Bill. If you have an economy in which 70 per cent of the top earning firms are banks, you have a shark economy. The banks just shift money from a depositor to a borrower. How can they make more money than the people who produce? These are people who farm, manufacture and offer services. view
  • 10 Mar 2016 in National Assembly: . I am just referring to his remarks. I totally agree with Hon. Jude Njomo. If we have an economy where banks are in a hurry to lower the interest rate they pay on depositors’ funds The electronic version of the Official Hansard Report is for information purposesonly. • 10 Mar 2016 in National Assembly: and are in a hurry to raise the interest rates they charge on loans, then we have an economy being sabotaged. I hear bankers argue that the reason we have high interest rates in Kenya and not in developed countries is that the rate of default or the risk in loaning money in Kenya is higher. I wonder whether it is high interest rates which cause default or the culture of Kenyans to default. Who would fail to pay a loan at an interest rate of 3 per cent? I heard the Hon. Commissioner indicating here that in Japan, there ... view

  • 10 Mar 2016 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I have to state at the outset that I sit on the Departmental Committee on Lands. A lot of discussions have gone on regarding this Bill that seeks to amend three Acts and provide for the legislation required under the Constitution to deal with historical land injustices, evictions and the minimum and maximum land holding acreage in Kenya. Without the proposed amendments that have been discussed, the Bill will not be palatable to many Members. Indeed, it was not palatable to us as well in the Committee. A lot of discussions have ... view
  • 10 Mar 2016 in National Assembly: interested in making the NLC dysfunctional. Indeed, we have fought very hard in that Committee to ensure that the NLC gets a Budget to execute its functions and to protect it from an aggressive Ministry of Land, Housing and Urban Development. The amendments the Committee will be proposing will interest every Member and we will convince the Members that, indeed, it is for the proper functioning of the land sector in this country. This Bill, with the amendments that we propose, will achieve sanity and ensure that there is no constant conflict between the Ministry and NLC. Nobody has interfered ... view
